About the Position

We are seeking an experienced and successful Program Estimating Lead who will be responsible for managing the Program Capex Estimating Unit. The employee works in the Risk Management Office/PMO. This is a hands-on role that requires the incumbent to lead and participate in all estimating efforts.

This is a long term, full-time, on-site position located in Sacramento, CA.

Responsibilities

  • Manages the cost estimating group in the development of all Capital Cost estimates for CAHSRA from planning conceptual level to final design and construction cost estimates.
  • Facilitates the development of information used to develop cost estimates with all internal and external stakeholders.
  • Supports the development of the bi-annual Programmatic Business Plan capital cost estimates, Program Baselines and Project Update Reports.
  • Supports the review of Contractor estimates and claims.
  • Develop policies and procedures for programmatic cost estimating.

Minimum Qualifications

  • Bachelor's degree in Civil Engineering, Construction/Management or Quantity Surveying or related field or equivalent combination of education and experience.
  • 20+ years of estimating experience with minimum 10 years in a lead role.
  • Must have expert knowledge of all design and construction disciplines means, and methods used on transit infrastructure work in general.
  • Extensive knowledge of the principles and practices of estimating.
  • Ability to develop and manage appropriate internal and external resources to facilitate the development of accurate cost estimates in a schedule driven program environment.
  • Experience in database driven estimating software (Timberline, Heavy Bid, etc.)

Preferred Qualifications

  • Professional certification as cost estimator and/or engineer.
  • Management experience on large programs with proven track record.
  • Excellent written and oral communication skills.
  • Proficient with Microsoft Office.
  • Expert with Microsoft Excel.

Compensation Details

The salary range listed for this role is $239-260k annually. It is not common for starting salaries to come in at the very top of the range; they usually fall somewhere in the middle. The final salary offered is based on multiple factors and is thoughtfully aligned with each candidate's level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, etc.
