Heavy Maintenance Manager
SUMMARY: This role is responsible for the heavy maintenance and material support of an assigned aircraft. Provides guidance and prioritization, and maintains oversight control of Work Center Supervisors, Logs and Records and Maintenance Controllers short- and long-range work assignments.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Overall responsibility for maintenance overhaul, repair, modification of aircraft located at the Mesa location.
- Has a proven track record managing a sizeable team of A&P technicians in multiple locations and with F-16 fighter maintenance and operations experience.
- Determines optimum organization for department, makes recommendations relative to changes concerning personnel, facilities and equipment required to accomplish assigned tasks.
- Plans workload to optimize distribution of work and allocate manpower so technicians are productive and efficient.
- Counsels and evaluates performance of the maintenance work force, including annual reviews.
- Coordinates closely with fleet management and TAC Maintenance Technical Manager for planning of heavy maintenance and aircraft modification.
- Responsible for approving timesheets, vacation requests or expense reports of sections personnel.
- Works closely with the VP of Maint. and Supply Chain (VPMS) and HR in resolving performance and discipline issues; motivates and rewards teamwork and individual performance.
- Ensures sufficient training for long-term and temporary department personnel.
- Prepares projections budgets/identifies requirements for the department on an annual basis.
- Maintains effective liaisons with the Flight Operations Maintenance Manager, Operations, Finance, Supply and Operating Location (OL) sight leads and production supers to schedule and manage maintenance efforts.
- Ensures internal compliance with maintenance, safety, and security procedures to ensure optimum performance.
- Monitors the companies ERP to ensure all Maintenance personnel are qualified and trained to accomplish assigned tasks.
- Reviews completed audits and recommends awareness training, as required.
- Directs and ensures all logbook/record entries are made.
- Manage following Programs for all aircraft assigned to the heavy maintenance department: Oil Consumption, Maintenance Discrepancy Reporting, Foreign Object Damage (FOD) Prevention, Parts on Order Reconciliation (joint with Material Supervisor), Releasing Aircraft Safe-for-Flight and Functional Check Flights.
- Responsible to the VPMS for the overall productive effort and material support of the department.
- Provide local manufacture capability to meet mission requirements.
- Manages structural repair, corrosion control, inspection, damage evaluation, repair, manufacture, and/or modification of metallic, composite, fiberglass, plastic components, and related hardware associated with aircraft and Support Equipment
- Ensure assigned welders are certified in all base metal groups
- Ensure special tools, jigs, and fixtures are designed, fabricated, protected and properly stored.
- Ensure capability exists to perform optical, dye-penetrant, magnetic particle, ultrasonic, eddy current, radiographic and special inspections as required.
- Manages the build-up, repair, test, and storage of wheel and tire assemblies and components.
- Monitors critical equipment levels and coordinates with Supply to initiate repairs actions when required.
- Develop standardized inspection flow plan to aid in managing the inspection progress and to control dock personnel and support specialists.
- Overseas the implementation of aircraft modifications as directed by Maintenance Technical Manager.
- Provide Fleet Management with an inspection document record upon completion of the inspection.
- Ensure serially-controlled components are reinstalled on the same aircraft and position from which they were removed. Exception: If it is absolutely necessary to install serially-controlled components in a different position, the Heavy Maintenance Manager will notify Fleet Management to update the records.
- Responsible for Jet Engine Intermediate Maintenance (JEIM); Engine Test Stands (ETS) and Noise Suppression Systems (NSS); small gas turbine
- Ensure in-shop CANN actions are accomplished IAW TAC procedures and coordinates with Flight Operations manager for any fleet wide CANN.
- Hold a planning meeting in advance of each phase inspection with Fleet Management, OL production supervision and Flight Operation Manager to ensure effective and timely accomplishment of Phase Inspection.
- Coordinates with Supply chain to ensure all required parts/equipment is on hand to complete a phase/aircraft Modification on schedule.
- Maintain aircraft logs, associated equipment and Support Equipment records, including W&B data and inventory logs.
- Coordinates with Flight Operation Manager, Sight Lead for maintenance support at TAC OLs.
- Must be able to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service.
- Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
- Perform related duties as assigned by supervisor.
- Maintain compliance with all company policies and procedures.
- Other duties may be assigned.
SKILLS AND/OR QUALIFICATIONS
- Excellent verbal and written communication skills, including ability to effectively communicate with internal and external customers.
- Excellent computer proficiency (MS Office - Word, Excel and Outlook, and Electronic Record Keeping Systems).
CERTIFICATIONS, LICENSES, REGISTRATIONS
- FAA Airframe and Power Plant (A&P) license/certification preferred
- Inspection Authorization (IA) certification strongly preferred
EDUCATION AND/OR WORK EXPERIENCE
- Bachelor's Degree or equivalent preferred; or a minimum of 10 years related experience and training, or an equivalent combination of education and experience.
- In-depth maintenance experience on F-16 early version aircraft.
- 5 years+ experience managing Aircraft Technicians.
- Excellent leadership abilities
- Business experience outside the military highly desirable.
- Knowledge of government contracting required.
- Prefer experience working with the FAA and have comprehensive knowledge of 14 CFR 91 & 135.
PHYSICAL REQUIREMENTS
While performing duties of this job, the employee is regularly required to stand, sit, talk, walk and hear. The employee is occasionally required to climb, balance, stoop, kneel, crouch, crawl, and reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds. This position requires close vision, distant vision, color vision, peripheral vision, depth perception and ability to adjust focus.
The employee is required to regularly work in both office and outside weather environments. The employee frequently works near moving mechanical parts and vibrations, and is frequently exposed to very hot or cold, wet or humid conditions. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risks of electrical shock. The noise level is occasionally very loud.
