Recommend, implement, and offer guidance and support in matters related to discipline, adverse actions, grievances, employee counseling, and similar areas. Additionally, ensure that official case files are kept up-to-date and in compliance with regulatory standards.
Conduct unbiased investigation interviews, document the findings, and collaborate with the Director staff to achieve resolution and collaborate with Executive Team members and internal/external Counsel and prepare recommendations for appropriate action.
Manage large complex investigations and advise HR staff with investigations by gathering and analyzing information, identifying discrepancies with compliance policies, conduct interviews with investigated staff; outlining resolution steps, preparing necessary documentation, and contributing to the development of corrective action plans.
Interpret policies, remain current with federal and state regulations and laws and offer guidance on matters including substance abuse, sexual harassment, work hours, changes in working conditions and schedules, job-related stress, and other workforce issues.
Provide coaching and recommendations in accordance with SANDAG's policies and practices, ensuring clear and effective communication with teammates at all levels.
Oversee responses and provide well-informed recommendations for resolving conflicts to Supervisors, Managers and Directors.
Manage the organization and upkeep of human resources data and documents, including retrieving documents for legal complaints.
Prepare and present findings to recommend and implement actions for resolving complex human resources issues.
Communicate progress on investigations and information effectively, suggest the implementation of improvements, and escalate issues or risks as necessary.
Experience and QualificationsA Bachelor's degree from an accredited college or university, with major course work in human resources management, organizational development, psychology, business/public administration, or a related field. A Master's degree is desirable.
At least seven years of increasingly responsible, professional full time experience human resources management, employee relations, and administration and analyzing data, policies and documentation for business or program management. A professional Human Resources certification, such as Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR), is desirable.
Demonstrated experience with employment interviews related to employee grievances and preparing a variety of written documents such as letters, memos, analysis summaries, policies, procedures, and various reports.
Demonstrated understanding of the need to maintain confidentiality and act with diplomacy when working with personnel records, salary histories, and other employee data.
Experience coordinating the timely submission of documentation; experience preparing summary reports that communicate investigation status and recommending follow-up action plans when insufficiencies are found.
Experience researching, compiling, analyzing, and maintaining sources of information related to a broad range of human resources programs and services; experience making appropriate recommendations on technical and complex personnel issues.
Demonstrated ability to establish rapport with staff members, management, government personnel, and others and foster positive and harmonious working relationships with those met in the course of work.
Ability to read and interpret policies, federal and state laws, and related forms; ability to comprehend technical information, such as government regulations and policies in order to remain current on benefits and retirement laws, regulations, and requirements.
Demonstrated computer software proficiency using the Microsoft Office Suite; advanced knowledge of Microsoft Excel.
Demonstrated ability to work in a fast-paced environment; managing time; balancing multiple projects, deadlines, and competing priorities effectively.
