Overview:

The Trainer is responsible for designing, developing, and delivering training programs and materials for personnel involved in disaster response and recovery operations. They play a crucial role in building capacity, enhancing skills, and ensuring readiness among staff, volunteers, and partner organizations to effectively respond to emergencies and assist affected communities. This position will require deployment to disaster areas. Federal Emergency Management Agency (FEMA) will require the individual to deploy to a covered disaster are within 48 hours of notification.

The deployment areas will cover FEMA regions 3 & 4, Delaware, DC, Maryland, Pennsylvania, Virginia, West Virginia, Alabama, Mississippi, Florida, North Carolina, South Carolina, Georgia, Kentucky, and Tennessee.

Job Summary:

  • Training Needs Assessment: Conduct needs assessments to identify training requirements, gaps in knowledge, and skill deficiencies among disaster response personnel and stakeholders.
  • Curriculum Development: Design, develop, and customize training curricula, modules, and materials to address identified training needs, align with organizational objectives, and meet regulatory requirements.
  • Training Delivery: Facilitate training sessions, workshops, and exercises using a variety of instructional methods and techniques, such as presentations, lectures, group discussions, case studies, simulations, and hands-on exercises.
  • Subject Matter Expertise: Serve as a subject matter expert on disaster management principles, practices, and procedures, providing guidance, advice, and support to training participants and stakeholders.
  • Technical Skills Training: Deliver training on technical skills and competencies relevant to disaster fieldwork, such as emergency response protocols, search, and rescue techniques, first aid and medical care, shelter management, and logistics operations.
  • Soft Skills Development: Provide training on soft skills and interpersonal competencies critical for effective disaster response, including communication skills, leadership, teamwork, conflict resolution, and stress management.
  • Training Evaluation: Assess training effectiveness through evaluations, quizzes, tests, and feedback mechanisms to measure learning outcomes, identify areas for improvement, and enhance training quality and impact.
  • Training Coordination: Coordinate logistics for training events, including scheduling, venue arrangements, participant registration, materials preparation, and technical support, to ensure smooth and successful delivery of training activities.
  • Capacity Building: Support capacity-building initiatives and knowledge transfer activities to enhance organizational resilience, promote best practices, and foster a culture of continuous learning and improvement in disaster response.
  • Documentation and Reporting: Maintain accurate records of training activities, attendance, evaluations, and outcomes, and prepare reports and summaries for management, donors, and other stakeholders as required.

Skills & Abilities:

  • Strong understanding of adult learning principles, instructional design methodologies, and training evaluation techniques.
  • Excellent presentation, communication, and interpersonal skills, with the ability to engage and motivate diverse audiences and foster interactive learning environments.
  • Knowledge of disaster management principles, terminology, and best practices, as well as familiarity with relevant regulations, standards, and guidelines.
  • Experience with curriculum development, instructional technology, and e-learning platforms for creating engaging and interactive training materials.
  • Organizational and project management abilities, with the capacity to manage multiple tasks, meet deadlines, and adapt to changing priorities in a fast-paced environment.
  • Flexibility and adaptability to work independently or as part of a team, collaborate with cross-functional stakeholders, and respond to emerging training needs and challenges.
  • Flexibility to work irregular hours, including evenings, weekends, and holidays.
  • Willingness to travel and work in disaster-affected areas for extended periods, often in challenging conditions.
  • Live within driving distance of a metropolitan airport.

Additional Skills (Preferred):

  • Certification in training and development (e.g., Certified Professional in Learning and Performance, Certified Training Professional).
  • Experience in conducting training needs assessments, gap analysis, and skills audits to inform training priorities and strategies.
  • Familiarity with adult education methodologies, learning styles, and instructional technologies for designing learner-centered training programs.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and learning management systems (LMS) for managing training content, assessments, and participant records.
  • Experience in crisis communication, risk communication, or public information management in disaster settings.
  • Fluency in multiple languages, particularly those spoken in disaster-prone regions, to facilitate training delivery and communication with diverse audiences.

Education/Experience:

  • Bachelor's degree and 5 years experience in disaster fieldwork or field of expertise; a graduate level degree or professional registration with 2 years of experience in disaster fieldwork or field of expertise; or 10 years of experience in disaster fieldwork or in field of expertise.
  • Proven experience as a trainer, instructor, or facilitator, with expertise in designing and delivering training programs, preferably in disaster management, emergency response, or humanitarian aid.
