Position Description:
The Fiscal Manager, Grants and Contracts will provide oversight of the fiscal monitoring of grant/contract-funded programs, including budget development and start-up, budget monitoring and reporting, site visits, and grant closeout to ensure compliance with contractual obligations. This position is responsible for providing leadership for all budget monitoring processes as well as the creation of budget proposals for new grants and the billing and monitoring of current contracts. The Fiscal Manager Grants and contracts also assures that budgetary policies and regulations of grantors and the Agency are followed.  Primary responsibilities include:
  1. Collaboration with grant writer and program staff, to design budgets that adequately reflect program realities as well as funders’ limitations/regulations; set up budget spreadsheet; complete budget forms for proposals following funders’ guidelines, write budget justification/narrative.
  2. Negotiate and re-work budgets and budget change amendments to meet requirements of funders while still meeting program needs. 
  3. Track all grant-related expenditures to verify that budget is being spent in accordance with the proposal’s objectives and timeline, and the funder’s fiscal policies.  Strategize procedures with accounting department to assure grant budget transactions are executed in accordance with a funder’s policies.
  4. Oversee and manage the grant lifecycle, including regular budget monitoring and reporting, site visits, budget revisions, and grant closing and final reporting.
  5. Reconcile documentation to the agency’s general ledger for each grant and prepare reports as required by DePelchin on budgetary aspects of grant.
  6. Oversee fiscal monitoring of subcontracted partner agencies, including review of monthly documentation and annual fiscal monitoring reviews.
  7. Prepare annual agency budgets for grant-funded programs in coordination with program management.
  8. Stay up-to-date with budget-related policy, requirements and changes for each funder and keep program staff up-to-date on grant expenses, balances and budget issues through meetings and reports/memos.
  9. Follow funder and agency policies and requirements with accuracy and attention to detail.
  10. Maintain computer files used for budget monitoring organized and documented.
  11. Supervise and train staff in the Budget Monitoring track as necessary, overseeing all aspects of budget monitoring of grants assigned as well as assure that standards and accuracy are maintained for each grant/contract.
  12. Actively participate as a member of supervisory-level meetings and trainings.
  13. Work attentively with strict deadlines and high accountability.
  14. Uphold the confidentiality of the Agency’s client and business information.
Required Qualifications:
  • Bachelors degree. Basic courses in accounting highly preferred.
  • Three (3) years of experience in all aspects of developing and monitoring budgets.
Knowledge, Skills, and Abilities:
  • Skilled in the operation of accounting software, word-processing and Excel spreadsheets.
  • Ability to maintain detailed and extensive records and to prepare reports from same.
  • Ability to work effectively under time constraints to meet deadlines.
  • Ability to coordinate with other departments and work well with others in a variety of settings.
  • Ability to communicate effectively.
  • Mathematical aptitude and organizational skills.
Work Conditions:

  • Range of Schedule:  Mon – Fri, 7:00 am to 8:00 pm
