Senior Cloud Security Engineer

Location: Washington, DC (Remote with potential onsite requirements)

Reports To: Chief Information Security Officer (CISO)



Position Summary

The Senior Cloud Security Engineer will play a critical role in the Health Benefit Exchange Authority's (HBX) cybersecurity team. This role focuses on securing container-based AWS environments and ensuring compliance with relevant federal and local regulations. The ideal candidate will have deep technical expertise in AWS cloud security, extensive experience in IT security, and the ability to work effectively across cross-functional teams to maintain a secure, robust cloud infrastructure.


**Key Responsibilities**:

- **AWS Cloud Security Management**:

- Deploy and maintain AWS cloud security controls as established by HBX.

- Identify and implement necessary cloud security controls to ensure secure operation and maintenance of AWS environments.

- Manage container-based deployment models, including source-to-image and image-stream management.

- **Security Operations**:

- Oversee automated CI/CD pipeline management and implement automated security scans during container image building.

- Manage infrastructure-as-code (IaC) tools to support cloud infrastructure.

- Apply business security rules through automated operator agents and ensure robust container networking interfaces.

- **Incident Management**:

- Support mutual TLS across container communications and ensure zero downtime during scaling and upgrades.

- Maintain backups of all stateful components and provide disaster recovery solutions with minimal downtime.

- Conduct in-depth log analysis and collaborate with the HBX Privacy Officer to manage incident responses involving HBX data.


- **Infrastructure Support**:

- Support getups operational model, ensuring infrastructure management through pull requests.

- Manage cloud native KMS stores for secret storage and provide dashboard visibility on the cluster.

- Support service mesh networking models and automated approval-based continuous deployment (CD).


**Required Qualifications**:

- **Education**:

- Bachelor's degree in Computer Science, Information Technology, Cybersecurity, or a related field.

- **Certifications**:

- **Required**: AWS Certified Security – Specialty (earned within the past 5 years).

- **Preferred**: CISSP, CCSP, CISM, CISA.

- **Experience**:

- Minimum 5 years of experience in IT security with a focus on designing and implementing security architectures for cloud environments.

- Extensive experience with AWS Cloud Platform, including a deep understanding of cloud security best practices and technologies.

- Proficiency in security technologies, including firewalls, VPNs, IDS/IPS, WAFs, SIEM, and endpoint security solutions.

- Familiarity with industry standards and regulations such as NIST, HIPAA, and SOC 2.

- Experience conducting security assessments, audits, and managing complex security operations.


- **Technical Skills**:

- Expertise in encryption technologies, Amazon Cognito, AWS Security Hub, Amazon Guard Duty, and Amazon Inspector.

- Strong problem-solving skills, with the ability to explain complex security concepts to non-technical stakeholders.

- Demonstrated ability to work effectively with cross-functional teams and lead cloud security initiatives.


**Preferred Qualifications**:

- Experience with multi-cloud environments and hybrid cloud security solutions.

- Familiarity with chaos engineering practices and their application in ensuring system robustness.

- Advanced knowledge in securing Kubernetes-based environments.
