POSITION OVERVIEW

This Director level position directs all activities of the Parks and Recreation divisions including Recreational Programming, Parks and Facility Maintenance, Tanglewood Golf Course, Oestreich Swimming Pool, and Legends Rec-Plex.

QUALIFICATIONS AND REQUIREMENTSExperience, Education, and Training
  • Graduation from an accredited college or university with a bachelor's degree in Park Management, Public Administration, Leisure Services or a related field.
  • At least six years of progressive supervisory and administrative professional experience in municipal and/or county recreation and parks management.
  • Certification as a Parks & Recreation Professional preferred.
Knowledge
  • Knowledge of activities, objectives, and ideals of community enrichment programs.
  • Facilities and equipment needed for parks recreation and operations management.
  • Public relations.
  • Modern management principles and techniques.
Abilities
  • Effectively lead and manage the Parks Department.
  • Utilize sound, independent judgment.
  • Prepare and present clear and comprehensive written reports.
  • Effectively supervise and manage department personnel.
  • Establish and maintain good internal and external working relationships.
  • Follow oral and written instructions.
  • Communicate effectively both verbally and in writing.
  • Deal effectively and courteously with a wide variety of individuals and groups including City Council, city management, community leaders, other department staff, government agencies, state legislators, and the general public.
  • Perform the essential functions of the job without posing a direct threat to the health and safety of self or others.
  • Model and promote acceptance and respect for differences among employees and citizens.
  • Performs effectively as a member of the team in carrying out the City's, stated mission and philosophy.
Essential Functions
  1. Serves in a public relations capacity to the general public in matters that relate to the system of parks.
  2. Presents speeches and talks to individuals or groups as requested and provides insights, clarification and information assuring for professionalism.
  3. Acts as a liaison for the City Council, Park Board and to the public assuring for good working relationships and communications at the direction of the Director of Administration.
  4. Addresses and resolves conflicts as they arise assuring for fairness and professionalism.
  5. Provides oversight on all maintenance aspects of the systems of parks.
  6. Provides oversight for all recreation activities offered within the recreation division.
  7. Plans, develops and implements a variety of recreational activities and programs assuring for safety and the enjoyment of leisure time for participants.
  8. Leads groups and individuals in activities and programs assuring for safety and the enjoyment of leisure time for participants.
  9. Maintains records for recreational activities and programs including worksheets and evaluations assuring for accuracy and timeliness.
  10. Promotes recreational activities and programs by developing and distributing to media and others press releases, articles, etc., assuring for accuracy and timeliness.
  11. Provides training for seasonal staff including aquatics, concessions, sports officials and coaches assuring for professionalism and positive role modeling.
  12. Provides oversight activities and actively participates in the implementation of special events.
  13. Provides input and recommendations regarding outside contracts for construction projects assuring for compliance with local and state codes, City policies, accuracy and fiscal efficiency.
  14. Completes and submits grant applications to both government and private agencies. If grants are awarded, assures compliance with grant requirements.
  15. Develops plans for parks projects assuring for proactive behavior and appropriate resource management.
  16. Develops departmental master plans with input from the community and Park Board.
Other Important Functions
  1. Under the general direction and supervision of the Director of Administration; supervises professional, technical, and administrative support personnel both directly and indirectly.
  2. Attends workshops, meetings and seminars to develop and maintain an awareness of the most current practices, laws and other standards for the parks and recreation industry.
  3. Utilizes computer software applications.
  4. Prepares Parks & Recreation departmental budgets in accordance with the standards established assuring for accuracy and timeliness.
Other Requirements

Environment

Primarily indoors with heating and cooling regulated in a general office environment. May be subject to extreme weather conditions when attending park events, ceremonies, and programs.

Physical

Tours parks and facilities and attends public parks programs and events.
