Vanguard Renewables is the premier anaerobic digester developer/owner/operator in the United States. Our closed-loop anaerobic digestion process converts organic waste and cow manure into green electricity or renewable natural gas as well as other related “value-added” products. Our head office is in Weston Massachusetts, and we are funded by institutional capital partners. We currently have over twenty projects in development operating in over thirteen States. We have a plan to continue to aggressively expand into other domestic markets.
The Environmental Compliance Specialist is responsible for helping maintain a complex, multifaceted environmental compliance program at all company-owned and/or operated assets nationwide. The ability to engage multiple stakeholders, including clients, field employees, and regulatory agencies, is critical. The Environmental Compliance Specialist must be a strategic thinker with ability to navigate a wide range of regulatory frameworks and streamline complex requirements into digestible, actionable items for construction and operations personnel. Assists in assuring compliance with all applicable standards and regulations across the Organics division of the company.
Responsibilities
- Provides technical guidance to the organization and helps develop compliance strategies for all environmental media (air, water, land, waste).
- Assists with environmental permit creation, modification, renewal and termination.
- Facilitates timely notifications of environmental events (e.g., reportable spills); assures compliance with regulatory reporting requirements (e.g., EPCRA/Tier II).
- Assists in the development and implementation of Corporate Environmental Standards, including Environmental Stewardship, Waste Management, GHG Reporting, ESG, and other HSE and PSM/RMP programs as appropriate. Helps to ensure Corporate HSE Standards are fit-for-purpose and aligned with all applicable federal, state, and local regulatory requirements.
- Supports Digital Transformation efforts and evaluates cost-effective technologies that simplify and streamline existing workstreams.
- Routinely engages or supports incident response, notification, investigation and reporting (e.g., environmental spills); may facilitate Root Cause Analysis (RCA) with company and contractor personnel. Involves field-based workforce (managers, operators, associates) to identify root causes, share learnings and prevent recurrence.
- Maintains interactions with regulatory agencies and other relevant stakeholders as appropriate (e.g., EPA, DEP/DEQ, NRC, LEPC, SERC, DOE, USCG, etc.).
- Provides field oversight and participates in field inspections during project execution activities; verifies and validates compliance with all applicable requirements (regulatory, contract/client, and company policy requirements).
- Participates in risk management studies (HAZOP, LOPA, What-If) and hazard assessments (JSA, JHA) as required.
- Assists with the company’s efforts to achieve the highest environmental performance standards including ISO 14001, ISO 50001, Responsible Care, etc.
- Measures corporate environmental performance including energy consumption/energy index, emissions (water, air, land, waste), and other environmental aspects throughout the project or asset lifecycle.
- Facilitates business plan development, continual improvement and self-assessments/reviews for all Corporate Environmental Processes and Standards.
- Performs trend analysis of relevant environmental data, and routinely communicates and cascades environmental reports to the organization.
- Provides technical guidance and support to the organization on a wide range of environmental issues including the identification of risks, safeguards, and associated assurance activities.
- Assists with HSE Field Specialists to optimize field adoption of corporate requirements, identify potential process design deficiencies and safeguard assurance opportunities.
- May facilitate environmental remediation at brownfield sites and/or coordinate property transfer contingencies before asset transfer/sale.
- May support emergency response and crisis management protocols; may liaise with First Responders, LEPC, SERC, OSHA, DOT, EPA, NRC and other stakeholders as appropriate.
- Participates in routine field inspections/audits to assure compliance with applicable standards and permits.
Skills & Qualifications
- Bachelor's degree in a related field, e.g., Engineering, Science, Environmental Management.
- 2-5 years professional experience in oil, gas, chemicals or related industry.
- Must be able to build cross-functional relationships and work with a wide range of stakeholders including clients, JV partners, and regulatory agencies.
- Strong leadership, organizational, analytical and communication skills.
- Knowledge of environmental regulations including CAA, CWA, NPDES, SWPPP, RCRA, DOT, EPCRA, CIRCLA, GHG.
- Position requires up to 50% travel to remote sites and operations.
