Director of Finance and Operations
Since our inception, we have supported more than 300 government, private-sector, and non-profit organizations in emerging markets worldwide. We have created solutions that achieve outcomes across various sectors including education, health, finance, agriculture, governance, economic growth, energy and environment, and water.
Kaizen seeks a Director of Finance and Operations for the USAID/Asia’s Technical Services Activity (Asia Futures). The Asia Futures activity is a Washington-managed contract designed to bolster USAID regional policy objectives in Asia. With an expansive mandate to operate across the continent, this multidisciplinary initiative aims to create resilient, equitable, and prosperous societies underpinned by strong democratic institutions. The Asia Futures activity is structured around four primary objectives, to be implemented in collaboration with the private sector, governments, and civil society: (1) Address emerging development challenges in key countries and subregions as a result of Asia’s increasingly competitive strategic environment. (2) Strengthen intra- and inter-regional connectivity and development diplomacy, including cooperation with key development donors and partners. (3) Improving resilience to climate, including related threats to health, and food systems. (4) Strengthen the capacity of USAID/Asia Missions in addressing complex threats.
Responsibilities and Duties
The Director of Finance and Operations will oversee project operations pertaining to human resources, project compliance, procurement, budgeting, and financial accounting. Financial accounting responsibilities may include cash flow management, timesheet recording and daily monitoring of obligations, budgets, and expenditures. This individual will be responsible for managing the contract budget and preparing financial reports for submission to USAID. The individual will serve on the senior leadership team, collaborating with the COP and DCOP to ensure that the project is adequately resourced to fulfill its mandate. This position will report to the COP. Duties include:
- Oversee the administration of Grants under Contract to local entities.
- Oversee the adaptation and implementation of financial management, operations, and compliance systems, based on Kaizen’s established processes, that are fully compliant with USAID guidelines and contractual requirements,
- Develop internal control measures and implement program wide and conduct internal financial audits.
- Lead preparation of budgets and financial reports for USAID and Kaizen.
- Supervise finance, security, procurement, and administrative operation staff; provide capacity building and mentoring to team, as necessary.
- Other duties as assigned.
- Master’s degree in business administration, accounting, finance, or a related field.
- Over 10 years’ experience managing complex USAID contracts, ideally in Asia and the U.S.
- Demonstrated ability to develop and manage large budgets of $50M+, and in-depth knowledge of accounting principles.
- Demonstrated familiarity with FAR, USAID ADS, and other operational guidance including human resources, financial management, financial reporting, and procurement processes, systems, and grants management.
- Experience scaling project operations to meet fluid project demands, including buy ins.
- Proven experience leading start-up/close-out and procurement for multi-country, USAID-funded programs.
- Detail-orientation with strong organizational, communications, and people management skills
- Fluency in English required.
