About the Program and Position:

Treatment Family Foster Care (TFFC) is a research-informed, multi-tiered team approach to rebuilding family relationships. We work with children and teens (ages 0-21) who need high levels of support due to trauma they have experienced in their homes or communities. Each youth is carefully matched to foster parents, and a treatment plan specific to the needs of the youth is developed. Our foster parents are provided enhanced trauma-informed training and wraparound services to ensure the placement is secure until permanency is achieved. We serve youth and families by teaming with Local Department of Social Services officials, Office of Child and Family Services, Office of People With Developmental Disabilities, and community resource partners to provide bundled, strength-based, therapeutic interventions that change children's lives.

Under the supervision of the Director of Clinical Services for UNY Treatment Family Foster Care, this program leader will coordinate Article 29i Treatment planning and delivery for all program youth and families. The Assistant Director strives to build a partnership between the youth, foster family, and biological family; provides treatment in the form of initial assessment and treatment referral for all assigned youth and families; and maintains professionalism in all areas, including confidentiality. The Assistant Director makes a difference in the lives of children and families using a trauma informed lens by working on a treatment team that believes that every child matters and that all people have strengths. The role you will play is pivotal in supporting youth and supporting families to reunify following the trauma of separation, or supporting youth to find permanent homes with kin or outside of their relatives. The Director will oversee assessment-based treatment planning for all youth and families served by the program, in line with all regulations and best practice. Additional responsibilities will include ensuring a strengths-based, youth-and family-centered focus within the program, ensuring that staff members are trained in evidence-based and evidence-informed interventions, and facilitation of clinical groups designed to assist with navigation of the process. This position requires a vast knowledge and understanding of clinical trends in the Child Welfare and Juvenile Justice systems.

How you get to use your skills…

  • Oversee all clinical interventions within the UNY TFFC Program while embodying the agency competencies

  • Co-develop and maintain a clinically-led treatment vision in line with the TFFC Program and ARC Models

  • Oversee the assessment and evaluation of all youth within the program

  • Oversee treatment plan development and ensure that all plans are child and family focused.

  • Support clinicians and program staff in development of interventions that lead to case progression

  • Carry a small caseload

  • Ensure clinicians work within their scope of practice in treatment delivery

  • Co-facilitate program staff meetings

  • Ensure program staff are providing quality trauma-informed, solution-focused evaluation, evidenced-informed treatment, to children, families and groups

  • Advise and support clinicians and treatment teams during crisis situations and support the creation of necessary safety plans in conjunction with other program staff

  • Oversee clinical documentation and ensure compliance with all regulatory requirements

  • Review and approve all program clinical documentation

  • Train and assist staff in clinical documentation needs

  • Ensure fee-for-service billing is completed properly

  • Support and model appropriate interdisciplinary team work, including directing communication with LDSS caseworkers, Family Court judges, Attorneys, probation departments, substance abuse providers, school staff members, physical health providers, and informal supports to the child and family

  • Support the development of foster parent support group meetings and co-facilitate as needed

  • Participate in supervision with the Vice President of UNY TFFC

  • Participate in incident review meetings and respond appropriately to early signs of disruption

  • Provide clinical oversight of program intake processes in conjunction with program leadership

  • Provide clinical on-call support, as indicated and assigned

  • Adhere to the professional code of ethics

  • Prepare weekly, monthly, and quarterly reports, as assigned

  • Assist staff in the collection of information to assess program effectiveness

  • Interpret regulation and policy regarding clinical work and ensure program compliance

  • Coordinate agency clinical supervision opportunities with other agency clinical leaders and assist in clinical supervision outside of the program if necessary

  • Respond in a positive and respectful manner to diversity, among the agency's service population and staff

  • Responsible for maintaining the privacy and confidentiality of Protected Health Information of service recipients in any form (e.g., computer access, conversation, document) during and surviving the termination, expiration or cancellation of employment/association with Cayuga Centers

  • Completes other tasks as assigned by leadership

Schedule:

  • Ability to flex schedule to meet program needs, including ability to work afternoons, evenings, and weekends

  • Oversee the on-call rotation. Availability to treatment team to support crisis response



  • License or Limited Permit in Social Work, Marriage and Family Therapy, Creative Arts Therapy, or Mental Health Counseling with experience in strength-based family and children's services

  • Experience working with children and families in a community-based or 'in-home' setting.

  • Excellent communication, organizational, and collaboration skills.

  • A strong belief in the capacity of people to grow and change.

  • Possess the knowledge, skills, and attitude needed to appreciate and encourage diversity, and understand the concept of cultural trauma as it applies to individual and family functioning.

  • Familiarity with formulating clinical diagnoses and/or impressions.

  • Ability to engage families who may have been unsuccessful in clinic settings.

  • Ability to have flexibility in hours worked both routinely, so as to meet children and families when they are available, and occasionally, in response to crises which may occur at any hour of any day.

Physical Requirements:

  • Ability to drive and operate a motor vehicle with passengers for at least four consecutive hours

  • Ability to participate in physical activities with program youth, including running, jumping, bending, and twisting

  • Ability to sit or stand for prolonged periods of time

  • Ability to walk up and down stairs repeatedly
