JOB SUMMARY
The Executive Director is responsible for providing leadership, development, and direction for a new Program of All-inclusive Care for the Elderly (PACE) program and ensures the delivery of high-quality, cost-effective health care services consistent with the mission, vision, values, and goals of PACE program. Accountabilities include PACE program development; quality oversight; short- and long-range planning directly related to PACE program; fiscal control and responsibility to manage revenue and costs; physician and interdepartmental and intradepartmental relations; provider network development; personnel management; marketing; and community, participant relations, and program evaluation. Responsible for compliance with federal and state regulations and licensing, accreditation, and certification requirements of all departments supervised. The Executive Director reports directly to the PACE of Cincinnati Operating Board comprised of leadership from the three partner organizations: Tri Health, Edenbridge and the Council on Aging.

Specific Responsibilities:
  • Develop and oversee PACE program to ensure adherence to organizational mission, vision, values, strategic goals, and business objectives.
  • Provide co-leadership with the Medical Director to assure clinical excellence
  • Responsible for the promotion of, and adherence to, the elements of the PACE program code of business conduct and corporate compliance program as it relates to the business unit.
  • Responsible for all administrative responsibilities, including policy formulation and implementation for the entire program; organize and direct all ongoing functions of PACE program. Oversee the development and implementation of the program's strategic plan.
  • Ensure all policies and procedures for the program are current and in alignment with regulatory requirements and strategic goals.
  • Implement an effective budgeting and accounting system. Responsible for the development of the budget and presentation to the board. 
  • Develop and retain, recruit, and lead a talented management team committed to accomplishing goals, objectives, and corporate compliance of PACE program. Recommend, implement, and evaluate plans and systems that assure a sufficient number of qualified and competent staff to provide care/services. Adhere to administrative policy and procedures relating to human resource management.
  • Oversee marketing and outreach; and participate in internal and external marketing efforts.
  • Serve as a member of the Quality Assessment and Performance Improvement (QAPI), medical advisory, and ethics committees.
  • Assure compliance with applicable laws, regulations, protocols, and accreditation standards
 
  • Ensure there is a demonstrated separation of medical, social, and supportive services from fiscal and administrative management sufficient to assure that medical decisions will not be unduly influenced by fiscal and administrative management.
  • Responsible for serving as a leader for the organization; lead by example. Motivate staff through sound leadership principles. Demonstrate and encourage an ethic of open communication and teamwork throughout the organization.
  • Interface with all public, private, and regulatory agencies and represent the project in a professional manner. Ensure the accuracy of public information materials and activities.
  • Maintain safe working environment. Follow PACE program safety policies and procedures.
  • Participate in the rotation of the administrative on-call position; this involves being on call in one-week increments periodically throughout the year. When functioning as administrator on-call, responsible for all non-medical emergencies that occur after regular business hours and weekends.
  • Maintain the confidentiality of all company procedures, results, and information about employees, participants, clients, or families.


QUALIFICATIONS
  • Master’s degree in administration preferred; bachelor’s degree with experience and demonstrated skills considered in lieu of a master's degree.
  • Current driver’s license in PACE program state or ability to obtain within 90 days.
  • Operated a PACE program as Executive Director, with documented experience of successful operation or turn-around, preferred
  • Five plus (5+) years of management/leadership and program management experience.
  • Minimum of three (3) years of documented experience working with a frail or elderly population.
  • Experience as a nursing Home or other Senior Care Facility Administrator preferred
  • Experience in Medicare Advantage, Medicaid Managed Care or other Managed Care Administration
  • Knowledge of the local health care and senior community, including public and private agencies.
  • Demonstrated skills in administration/management, program development, communications, internal/external relation, problem solving, employee relations, and wage and hour/labor law.
  • Demonstration of leadership skills and empowerment principles.
  • Knowledge of federal, state, and local regulations; health care environment and trends; and managed care concepts.
  • Knowledge of organizational, departmental, and human resource management policies, procedures, and standards and related legal implications; ability to identify non-compliance and take appropriate action.
  • Knowledge of budgeting and fiscal controls.
  • Customer service and personal service excellence skills.
  • Ability to establish and maintain effective working relationships; strong community relationships; and provider contracting and network development.
  • Ability to work independently, utilize time management concepts to maximize time effectively, and adapt to a variety of workload assignments.
  • Effective decision-making skills concerning participant care that can have an impact on PACE program and quality of care.
  • Advanced written and verbal communication skills.
  • Computer skills for clinical and financial database system.
