**Summary:**
The Program Director leads and ensures overall management of the programmatic, administrative, financial, and operational systems related to providing care and services, including the provision of regular and timely reports to the Office of Refugee Resettlement (ORR) regarding operations, services, and finances. The Program Director also serves as the primary representative of our client to ORR for all aspects of the program.

**Essential Functions:**
- Establishes a respectful and supportive workplace environment.
- Serves as the primary representative of our client on-site and elevates any issues or concerns to ORR.
- Accounts for the proper management of site finances.
- Coordinates the site’s Quality Assurance Surveillance Program to ensure that the site is meeting quality standards and service goals.
- Coordinates logistical planning of goods, services, and equipment to meet the requirements of the contract efficiently and effectively.
- Plans, evaluates, and executes deliverables based on the Scope of Work provided by ORR.
- Makes decisions based on discussions with the customer regarding changes to the contract or services requested outside the scope of the contract.
- Communicates and collaborates with all partners on a regular basis to ensure the needs of the customer are being met; taking corrective action when needs are not met.
- Oversees staffing in accordance with contractual and federal regulations.
- Leads, mentors, and develops subordinates, using disciplinary action when necessary.
- Uses data and metrics to evaluate the performance of the project and staff; taking corrective action as required.
- Other duties as assigned.

**Knowledge and Skills:**
- Advanced level of proficiency with MS Office products.
- Project management skills with demonstrated ability to simultaneously manage multiple projects.
- Proven ability to lead and organize multi-disciplinary projects and initiatives in a fast-paced and deadline-oriented environment with a large impact.
- Demonstrated ability to develop, mentor, and coach team(s) and to act as leadership advisor to lower-level management.
- Demonstrated competency in operational and budgetary planning.
- Ability to perform well under pressure and manage client expectations.
- Excellent active listening, analysis, and deductive reasoning.
- Extensive understanding of government and private sector service operations and industry.
- Ability to quickly ascertain and be decisive in a situation and develop an appropriate course of action.
- Exceptional communication skills.
- Ability to work flexible hours. We operate 24/7/365.

**Education and Experience:**
- Master’s degree in social work or equivalent degree in education, psychology, sociology, or other relevant behavioral science degree; or a bachelor’s degree plus 5 years’ experience in child welfare administration, child protective services.
- 2 years of experience in program management or as director of a licensed childcare program.
- Experience defining programs and delivering projects that meet rapidly evolving business needs.
- Experience coaching, developing, and retaining employees and providing a collaborative and positive work environment. Ability to work with all levels of staff and develop cross-functional relationships.
- A valid driver’s license and clean driving record is required.
- Bi-lingual Spanish & English- Must be able to travel within the Continental United States (CONUS).
- Must be authorized to work in the U.S.
- Must pass a drug test, motor vehicle record check, and background check after accepting a conditional offer of employment.

**Supervisory Responsibility:**
This position will have direct reports.

**Work Environment:**
This position operates in a field & remote environment.

**Physical Demands:**
The employee may be required to stand, walk, twist, turn, bend, climb, lift, or kneel. Occasional lifting to 25 lbs. may occur.

**Travel:**
May require travel - 2-3 weeks on-site, then off for 2 weeks - Housing on-site is provided and travel expenses are paid by company.
