Job Description:

The US Coast Guard (USCG) is seeking a highly experienced Financial Analyst to join our team in Washington, DC. The ideal candidate will possess extensive expertise in financial analysis, procurement, and logistics within a government or military context.

Reporting to the Financial Management Team, the Financial Analyst will be responsible for the following duties:

  • Developing, running, and analyzing financial reports and metrics.
  • Developing, running, and analyzing procurement reports and metrics.
  • Developing, running, and analyzing training reports and metrics.
  • Developing, running, and analyzing logistics reports and metrics.
  • Serving as a CG/Federal Procurement and Contracting Subject Matter Expert to assist in the development of SharePoint and other training tools on CG Common Core to achieve financial modernization and sustainment objectives.
  • Establishing and maintaining working agreements and governance (MOU/MOA/SLA) with CG Common Core customers to facilitate integration of financial synergies and efficiencies.
  • Assisting with maintenance of the CG Common Core configuration control board.
  • Developing, managing, and maintaining process tools, workflows, training, and performance metrics on the CG Common Core consistent with standardized processes, best practices, and target audiences.
  • Assisting in identifying CG Common Core and other Financial Management and Procurement systems training requirements and supporting training development to address these needs and promote process standardization.
  • Providing process and system training to CG users and instructors to ensure consistent and standardized training for users of the CG Common Core and all systems and content maintained and supported by the CG Common Core.
  • Familiarity with the Financial Resource Management Manual (FRMM) and procurement policies and procedures described in Federal Acquisition Regulations (FAR), Homeland Security Acquisition Regulations, Coast Guard Acquisition Procedures, and the Simplified Acquisition Procedures (SAP) Manual.
  • Knowledge of Financial Procurement Desktop (FPD), Core Accounting System (CAS), Financial System Modernization Solution (FSMS), CG Business Intelligence (CGBI), and SharePoint software.
  • Performing other duties, tasks, and projects as assigned.

  • Proven expertise in developing and analyzing financial and procurement reports and metrics.
  • Strong understanding of federal procurement policies and procedures, including FAR and related regulations.
  • Experience with Financial Procurement Desktop (FPD), Core Accounting System (CAS), FSMS, CGBI, SharePoint, and other financial management systems.
  • Excellent communication, analytical, and problem-solving skills.
  • Ability to work effectively in a team environment and collaborate across different departments and levels of an organization.
