About the Northwest Portland Area Indian Health Board (NPAIHB)

The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or "the Board") in 1972.


Guided by a vision of "Health and Wellness for the Seventh Generation," NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington (Northwest Tribes). Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors.


Led by our Board of Directors, NPAIHB's mission is to "eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services." We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest.

Position Summary

The Tribal Injury Prevention Cooperative Agreement Program (TIPCAPP) Injury Prevention Program (IPP) Project Coordinator's primary responsibility is to coordinate the TIPCAP IPP project, funded under a cooperative agreement with Indian Health Service (IHS).


Among other tasks, the TIPCAP IPP Project Coordinator's responsibilities include:

  • Formation and coordination of a Northwest Tribal Injury Prevention Coalition
  • Implementation of the 5-year Injury Prevention work plan
  • Development and implementation of effective injury prevention training, technical assistance and education strategies (with an emphasis on child passenger and pedestrian safety) that maximize the impact of limited resources across the 43 Northwest Tribes
  • Contribution to the collection, analysis and interpretation of injury data
  • Participation in IHS Tribal IPP meetings, site visits, and conference calls

The TIPCAP IPP Project Coordinator will collaborate with Tribal, state, county, and other organizational representatives on project related activities. The Project Coordinator provides a broad range of support services to the project, and has primary responsibility to help the project meet the goals and objectives of the cooperative agreement with IHS. These support services must be accomplished with minimal day-to-day supervision.


This position reports directly to the Maternal Child Health (MCH)/Native CARS (Children Always Ride Safe) Programs Director. This position is based at NPAIHB's offices in Portland, Oregon. Local travel and/or overnight travel outside of the area is required approximately 10% of the time.


Essential FunctionsTIPCAPP IPP Project Excellence and Success
  • Provide coordination, training, and technical assistance for the TIPCAP IPP project
  • Coordinate all project communication and coordination between NPAIHB staff, Tribal, HIS, and urban Indian programs, as well local, state and federal organizations
  • Oversee the formation of a Northwest Tribal Injury Prevention Coalition, and provide administrative and programmatic support to the Coalition
  • Implement and evaluate the 5-year IPP workplan for Northwest Tribes
  • Coordinate the injury prevention strategies that coincide with the IPP work plan (Child Passenger Restraint Use and Pedestrian Safety)
  • Manage and support implementation of IPP with culturally competent information to educate and empower communities to take action in injury prevention
  • Coordinate the child passenger restraint data collection, analysis and interpretation training, and pedestrian safety evaluation data training for the purpose of program priority setting, planning, implementation, and evaluation
  • Participate in annual IHS Tribal Cooperative Agreement meetings, site visits, conference calls, and/or at special meetings established by IHS
TIPCAPP IPP Project Support Functions
  • Oversee the preparation and submission of continuation applications, reports, and proposals in consultation with MCH/Native CARS Programs Director and the Northwest Tribal EpiCenter (NWTEC) Director
  • Maintain grants and contract records on file
  • Submit a Monthly Activity Report (MAR) to the project directors at the end of each month
  • Be responsible for making travel arrangements for all project related travel, including travel of other staff under TIPCAP funds
  • Make travel arrangements for meeting Coalition participants and any outside presenters as requested
  • Develop and distribute project Coalition newsletters
  • Serve as the contact resource for project trainings, meetings and/or conferences
  • Develop flyers, agendas and training packet materials
Administrative and Reporting Functions
  • Provide full administrative support for the project and Coalition participants, including planning meetings and presentations, travel, document transfer, etc.
  • Organize committee work
  • Record and transcribe minutes of project meetings
  • Produce and develop project correspondence, forms, and tracking sheets using computer software
  • Maintain tracking systems pertaining to project activities
  • Prepare purchasing requests for project-related expenses
  • Maintain purchase order tracking

Other Duties
  • Maintain a well-organized filing system for documents and computer files
  • Maintain a clean, well-organized office environment
  • Participate in regular (weekly) check-ins with program team and/or supervisor to coordinate work
  • Research and (with the approval of supervisor) attend trainings as needed to improve skills that enhance overall capabilities related to job performance
  • Abide by NPAIHB policies, procedures, and structure
  • Performs other duties as assigned by the Maternal Child Health (MCH)/Native CARS (Children Always Ride Safe) Programs Director and/or Executive Director or designee

QualificationsEducation

Minimum education required:

  • Bachelor's Degree in Public Administration, Business Administration, Public Health, or related field
Experience

Minimum experience required:

  • At least one (1) year of experience in an administrative or project coordination position
  • At least one (1) year of professional experience working with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics

Additional experience preferred:

  • Direct experience working with Northwest Tribes
Required Knowledge, Skills, and Abilities
  • Demonstrated knowledge, discretion, tact, judgment, and overall ability in working effectively with federal, Tribal, and other professionals, and facilitating participation and partnership in the activities of the Clinical Division
  • Proficiency with computer applications (specifically Word, Excel, PowerPoint, and other Microsoft Office Suite programs)
  • Strong technical writing skills, including good spelling and grammatical skills, and the ability to produce polished writing under a deadline
  • Excellent interpersonal skills (prioritizes developing relationships with others in a friendly, courteous, and collaborative manner)
  • Must be sensitive to cross-cultural differences, and able to work effectively within their context
  • Ability to work with minimal supervision, exercise initiative, and make independent decisions and recommendations

Probationary Period
