Northwest Portland Area Indian Health Board (NPAIHB):

Guided by a vision of "Health and Wellness for the 7th Generation," The Northwest Portland Area Indian Health Board (NPAIHB) is a 501(c)3 designated organization and Tribal organization, P.L , under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington. Founded in 1972 and led by a Board of Directors composed of member Tribes, NPAIHB's mission is to "eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services." NPAIHB has a staff of over 120 professionals dedicated to advancing tribal health in the Northwest.

Position Summary

NPAIHB assists Northwest Tribes to deliver high-quality patient-centered, culturally relevant, health services. We support Tribes to build expert workforces and systems which are accountable and fiscally sustainable.


The Behavioral Health Program Director (BHPD) is a leader and central resource for behavioral health technical assistance, training, management, quality assurance, and supervision of the NPAIHB's Behavioral Health Program and services.


The Behavioral Health Program Director must have strong communication skills, both verbal and written, high emotional intelligence, and the ability to simplify complex behavioral health information into programs and services for Northwest Tribes. The BHPD will play a crucial role in turning the vision and priorities of Northwest Tribes into impactful programming and services.


The BHPD will ensure compliance with all necessary requirements to shape the design of behavioral health programs and provide strategic direction for all NPAIHB projects, programming, and services.


This position reports directly to the Clinical Support Services Division Director and is based in Portland, OR.

Essential Functions

  1. Behavioral Health Program Excellence and Success
  • Provides behavioral health program direction and support aligned with NPAIHB's strategic plan.
  • Manages the delivery of behavioral health clinical/training content for various programs and projects.
  • Participates in NPAIHB behavioral health-related meetings and program discussions.
  • Supports NPAIHB Board of Director's meetings and leads Tribal Behavioral Health Directors Meetings.
  • Leads the development of behavioral health curriculum in collaboration with partners.
  • Conducts research to guide program development and improve services for Tribes.
  • Implements capacity building and quality improvement strategies based on Tribal needs.
  • Coordinates with Government Affairs to identify policy priorities related to behavioral health.
  • Represents NPAIHB at relevant state and national events and meetings.

  1. Supervisory Responsibilities
  • Supervises project staff, including assisting with hiring and performance evaluations.
  • Coaches staff on training and development needs.
  • Ensures staff compliance with organizational policies and procedures.
  • Completes staff evaluations promptly and handles disciplinary procedures professionally.

  1. Administrative and Project Support Functions
  • Collaborates with internal and external stakeholders to meet project goals.
  • Organizes meetings to discuss behavioral health priorities and needs.
  • Manages training logistics and develops project-related contracts.
  • Coordinates grant applications and reporting processes.
  • Assists in developing communication tools and strategies.
  • Submits monthly activity reports.

  1. Other duties
  • Supports grant writing activities and oversees submission of project articles.
  • Acts as Principal Investigator on grants when necessary.
  • Performs additional duties as assigned.

Qualifications

Minimum Qualifications/Transferable Skills

  • Master's in Public Health, Mental Health, Counseling, Psychology, or Social Work; PhD preferred
  • At least five years of experience in Public and/or Behavioral Health.
  • Experience working with Tribes or Tribal health clinics.
  • Program management experience and budget monitoring skills.
  • Knowledge of tribal behavioral health needs and Indian health systems.
  • Strong research and analysis skills.
  • Excellent writing and presentation abilities.
  • Proficiency in computer applications and time management.

External applicants must agree to a six-month probationary period. Internal applicants must also serve a probationary period when job duties change significantly.


Physical Requirements:

Constantly requires the ability to receive detailed information through oral communications. Requires working with fingers, repetitive hand movements, occasional standing, and walking. Involves occasional exertion of force to move objects.


Environmental Conditions:

Frequently indoors, occasionally exposed to outdoor conditions.


Travel Requirements:

Local and occasional overnight travel is necessary.
