Organizational Summary

The mission of the California Immigrant Policy Center (CIPC) is to uphold the humanity of immigrant communities in California by transforming systems to achieve racial, social, and economic justice. CIPC is a non-partisan, non-profit statewide organization engaging in advocacy, organizing, and strategic communications to uplift immigrant communities. CIPC was founded in response to the 1996 passage of federal immigrant and welfare laws that profoundly affected immigrants. Today, CIPC advances inclusive policies that build a prosperous future for all Californians, using policy analysis, advocacy and capacity building. 


Over the past 28 years, CIPC has led groundbreaking campaigns that have greatly expanded protections, as well as access to publicly-funded services and programs, for California’s low-income immigrant populations, including but not limited to the Safe and Responsible Driver Act, the TRUST and TRUTH Acts, CA Values Act, E-Verify Bill, the Health for All campaign, California Earned Income Tax Credit (CalEITC), and One California, the largest investment in legal services protection in the country.


POSITION SUMMARY

Job Title: Human Resources and Operations Manager

Location: Los Angeles, CA

Term: Full-Time, occasional evenings and weekends required

Position Status: Exempt

Pay Range: $85,000 to $100,000

Reports To:  Deputy Director of Finance and Administration


The Human Resources and Operations Manager (HROM) is an integral member of the CIPC team, working across all departments to ensure a positive team experience. The HROM oversees CIPC’s recruitment and interview processes, onboarding new staff, and offboarding departing employees. The HROM monitors overall employee satisfaction, performance, and internal practices to ensure alignment with CIPC mission and values. In addition to HR responsibilities, the HROM also ensures upkeep of Los Angeles and Sacramento offices, co-manages CIPC’s IT infrastructure with our IT Consultant, and owns event logistics for CIPC events, as well as some aspects of our Finance work.

This is a Los Angeles based position and part of CIPC’s Supervisory Leadership Team. The HR and Operations Manager reports to the Deputy Director of Finance and Administration, and supervises the Operations Coordinator and Legislative Assistant.. Some travel to our Sacramento office and other locations will be required, with reasonable notice.


RESPONSIBILITIES

Human Resources

  • Enhance CIPC’s HR practices by reviewing, monitoring, and evaluating current policies and processes, and strategizing/developing new clear, streamlined processes and procedures as needed;
  • Manage employee personnel files;
  • Manage hiring process, including creating/updating job announcements in partnership with Supervisors, reviewing applications, communicating with applicants, coordinating interviews with CIPC staff, and conducting reference checks;
  • Design and implement an effective and thorough onboarding processes for incoming staff in partnership with their Supervisor and other Admin team members, including providing timely walk-throughs of CIPC policies and procedures;
  • Execute offboarding for departing staff in partnership with their Supervisor and other Admin team members, including conducting/analyzing exit interviews and sharing recurring themes with upper management;
  • Benefits administration and renewals;
  • Manage all formal CIPC evaluations for staff via Trakstar, our performance management system;
  • Develop and oversee staff wellness initiatives and JEDI (Justice. Equity, Diversity, and Inclusion) Task Force;
  • Manage staff grievances, workplace concerns, and other employment relation issues.

Office Management

  • Develop, implement, and enforce office policies and procedures, including office safety protocols;
  • Direct Los Angeles and Sacramento office building management with the support of operations staff;
  • Act as Floor Warden for the Los Angeles office, including participating in earthquake, fire, and general safety trainings as provided by the building;
  • Ensure that CIPC abides by all OSHA requirements;
  • Manage all bills and payments.

IT Management

  • Manage CIPC’s IT consultant to resolve computer and network problems, organizational phone systems, etc.;
  • Lead annual tech assessment every Fall, including taking inventory and determining which laptops need to be retired/replaced.

Event Management

  • Manage vendor relationships and internal database including negotiating all contracts;
  • Oversee logistics for internal and external in-person, hybrid, and virtual events, including - but not limited to - Immigrant Day and staff retreats, delegating tasks to Admin team members and other CIPC staff as needed;
  • Timely completion and archiving of all event expense trackers;
  • Ensure timely collection of vendor invoices and W-9 paperwork.

Finance

  • Oversee timely staff reimbursement and mileage expense submissions and payments, as well as CIPC vendor invoices;
  • Oversee grants and payments to partner organizations, including all relevant correspondence with funders, partners, and contractors;
  • Manage timely gathering and coding of check requests and credit card receipts;
  • Support Deputy Director of Admin and Finance during annual audit;
  • Enforce relevant administrative policies.


SUPERVISION/ACCOUNTABILITY STRUCTURE

  • Supervision Scope: Performs highly responsible work requiring the frequent exercise of independent judgment, and initiative in planning core activities of the organization. 
  • Supervision Received: Works under the direction of the Deputy Director of Finance and Administration and Executive Director.
  • Supervision Given: Direct supervises the Operations Coordinator.



QUALIFICATIONS

  • Bachelor’s degree in business administration, human resources or a relevant field;
  • Minimum 5 years of relevant HR and Office Management experience;
  • Minimum 5 years of supervising experience;  
  • Familiarity with non-profit and social change work, specially immigration issues, preferred;
  • Experience working with and supporting Bargaining Union staff and upholding a CBA a plus;
  • Ample experience recruiting candidates and developing people;
  • A discerning eye for talent—have a knack for spotting the most fitting, promising candidates among a pool of applicants;
  • A clear understanding of/alignment to CIPC’s mission, values, and strategy;
  • Thoughtful on diversity, equity and inclusion issues with a “continuous improvement” mindset;
  • Can see the big picture and spot patterns across seemingly disparate ideas/actions;
  • Can provide thoughtful, critical feedback to everyone, including upper Management,, and can do it across lines of difference;
  • Strong knowledge of labor legislation and payroll processes;
  • Solid understanding of the full recruitment process;
  • Outstanding verbal and written communication skills;
  • Solid problem-solving and team management abilities;
  • Proficiency in non-English languages spoken by Latinx, Asian, Pacific Islander, African, Caribbean, and Arab communities a plus./


COMPENSATION AND BENEFITS


Salary Range: $85,000 to $100,000


CIPC is a unionized workplace and is represented by Immigrant Advocates United-United Auto Workers. This position is not in the bargaining unit. CIPC provides a comprehensive benefits package to its employees:
