Job Title: Urban Field Supervisor

Department: Urban Operations

Reports To: Director of Urban Operations

FLSA Status: Non-Exempt

Salary: $20.85/Hour

Effective Date: September 1, 2024

SUMMARY - Under the general direction of the Assistant Director of Urban Operations, this position is responsible for first-line direction of bus operators to ensure that transit operations are performed in a safe, efficient, timely, and courteous manner. Responsible for complying with all Hill Country Transit District (HCTD) policies and procedures and all funding source regulations and requirements.

ESSENTIAL JOB DUTIES

  1. Trains, coaches, counsels and advises bus operators in the proper application of rules, policies and operational procedures. Administers corrective action where appropriate.
  2. Oversees and manages the daily activities associated with daily work schedules, service readiness of transit vehicles, and completing all associated documentation using the transportation tracking system.
  3. Coordinates with Maintenance to ensure that vehicle defects are repaired.
  4. Oversees and manages daily field activities associated with regional commuter bus services and micro transit services.
  5. Directs and coordinates bus services along designated bus routes within the HCTD service area.
  6. Coordinates with dispatch and responds to operators' requests for information relating to operational issues.
  7. Monitors routes for adverse operating conditions, i.e., construction, road conditions, weather, special events, accidents, etc., that may cause delays. Responds to operators to maintain or restore scheduled services.
  8. Responds to bus accident scenes to assist and investigate the accident, and to reroute services if necessary.
  9. Serves as a member of the Accident Review Committee.
  10. Oversees and manages the collection of passenger revenue; the counting, recording, and depositing revenue funds. Bank deposit receipts are sent to Finance for recordkeeping purposes.
  11. Prepares a variety of reports as required or needed. Reviews and identifies any variances and addresses issues with the Director of Urban Operation for corrections or revisions as needed.
  12. Performs a variety of administrative duties to include monitoring absence and leave information, writing and submitting accident/incident reports, initiating first report of injury by operators, and reviewing and approving routine requests for leave.
  13. Investigates and documents any passenger complaints or complaints from the general public and submits to the Director of Urban Operations for resolution.
  14. Provides information to the public regarding transportation services and transit policy.
  15. Provides information to the Director of Urban Operations regarding daily activities.
  16. May operate transit vehicles if necessary, i.e., moving vehicles at accident scenes or around facility grounds.
  17. Other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the rules, regulations and standard operating procedures for motor coach vehicles.
  • Ability to learn bus routes.
  • Ability to safely operate HCTD transit coaches and vehicles.
  • Ability to handle confidential and sensitive information.
  • Ability to resolve customer complaints courteously and tactfully.
  • Ability to work under stressful situations and manage multiple responsibilities.
  • Ability to work before, during and after an emergency as required by HCTD's Emergency Management Plan to provide emergency services to the general public during emergency situations.
  • Ability to communicate effectively, and follow oral and written direction.
  • Ability to prepare accurate records and reports.
  • Ability to establish and maintain effective working relationships with staff, other agencies and the general public using tact, courtesy and good judgment.
  • Ability to successfully complete all operator training programs as required by HCTD, state and federal rules and regulations.
  • Ability to work independently with minimal supervision.
  • Physical ability to perform the essential functions of the job.

WORKING CONDITIONS - The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Duties are performed while sitting for long periods of time in an office environment or in a vehicle while performing field duties. The employee may be exposed to fumes or airborne particles. The noise level in the work environment is usually moderate. Duties may be performed outside of normal working hours at varying hours of the day, including weekends and holidays.

PHYSICAL DEMANDS - While performing the duties of the job, the employee is regularly required to talk. Must have good hearing and sight, including good depth perception, color vision, close vision, distant vision, and the ability to adjust focus. Must be able to bend, stoop, twist, turn, walk, climb, crouch, stand, and kneel. Must be able to lift and/or move up to 25 pounds. Must be willing and able to administer CPR and first aid.

REQUIRED QUALIFICATIONS

  • High School Diploma or Equivalent
  • Three (3) years professional driving experience, preferably in public transportation (transit).
  • Must have basic computer skills and ability to use MS Office Suite products, i.e., MS Word, Outlook, and EXCEL.
  • Must have a valid commercial drivers' license (CDL) Class B with Passenger Endorsement and Air Brake Endorsement, or the ability to obtain Passenger Endorsement within 30 days of hire date; or
  • Must have a valid CDL permit and have already successfully passed the following (5) skills tests and be ready to take road test and take Passenger Endorsement and Air Brake Endorsement within 30 days of hire:
    • General Knowledge Test
    • Passenger Endorsement Test
    • Air Brake Test
    • Pre-Trip Test
    • Special Requirement Test
  • Regular attendance and reliability is critical to business operations.
  • Available and willing to work varying shifts, hours and days as assigned to include early mornings, late evenings, weekends, and holidays.
  • Must be willing and able to drive fixed route vehicle, special transit vehicle, or passenger van, if necessary.
  • Have no more than two (2) moving violations in the past 12 months.
  • Must have reliable means of communication, i.e., home telephone, cellular phone.
  • Must have reliable form of transportation to insure timely arrival and availability for all work assignments.

SUPPLEMENTAL REQUIREMENTS - This position is classified as safety-sensitive and is required to undergo and successfully pass pre-employment drug and/or alcohol testing, criminal background check, driving record check, and Department of Transportation (DOT) physical examination prior to appointment to position.
