In this role, you will have the following responsibilities:


Portfolio Management:


Financial

  • Review HOME and TCAP Exchange properties’ /quarterly/annual reports, e.g. income statement, balance sheet; monitor operating expenses, capital replacements, capital needs, reserve accounts, and debt service.
  • Prepare and present portfolio performance reports as required
  • Prepare and present annual budget analysis, cash flow trend analysis, reserve burn rate analysis, operating cost analysis, and other special reports as requested.
  • Review audits prepared by independent auditors; calculate & collect annual NOI or surplus payments
  • Assists in the underwriting stage from the asset management prospective and due diligence with the focus on validation of effective rents, income analysis, expense analysis and property management company selection.
  • Participate in loan restructuring requests for project proposing recapitalization.
  • Understand the long-term strategic plan of each property and how it may be impacted by any changes in operating cash flow, capital requirements or market conditions; and assist in the repositioning of assets coming out of a compliance period.
  • Review and submit financial analysis of other projects held in the IHFA portfolio.
  • Review and analyze final approval of any increase/decrease in monthly rents for HOME and/or TC projects

Management:

  • Direct and advise property management companies on assigned assets on most effective ways to uniquely position each asset and to effectively achieve business strategies and financial goals.
  • In conjunction with Compliance staff, develop and standardize reports, procedures and methods to improve compliance monitoring, complete portfolio analysis and summary reports for the TCAP Exchange and Tax Credit properties requesting waivers.
  • Review lease-up progress reports.
  • Review and monitor lease-up reserves.
  • Assists in review of 5-year capital improvement plans

Market:

  • Monitors trends within the assigned markets, which includes understanding market specific changes in new supply, job and population growth, economic variables, major infrastructure projects, and other pertinent market-related factors.
  • Assist in the preparation of market updates as required

Physical:

  • Review physical inspections performed by IHFA’s compliance department to ensure the property is being maintained in accordance with the Uniform Physical Condition Standards and other Authority guidelines.

Program Administration:

  • Stay current with federal rules, regulations and definitions.
  • Review monthly past due status reports for multi-family projects, as well as select SF projects, and assist HOME Programs Manager with HOME Annual Performance Reports

Community Relations and Teamwork:

  • Maintain positive working relationship and excellent internal and external customer service.
  • Ensure compliance of IHFA’s policies and procedures and implementation of new initiatives. Always represent the Company in a professional manner.
  • Consistently maintains a professional courteous attitude when dealing with residents, coworkers and the general public.
  • Performs other duties as assigned

Special Programs Analysis:

Public Charter School Facilities Program (§33-5218)

  • Reviews and makes recommendations for Charter School Moral Obligation applications
  • Ongoing oversight of those charter schools approved for the program

Public Charter School Revolving Loan Funds (RLF) (§33-5217)

  • Reviews and makes recommendations on RLF applications.
  • Assists in reviewing construction draws if needed for related RLF loans

Coordination with Compliance Manager for Special Projects

  • Complete in-depth financial or trend analysis as needed to ascertain whether there appears to be possible internal control issues or financial hardship of LIHTC or HOME properties or Assuming Owners
  • Coordinate with the Compliance Manager on risk assessments and any needed Corrective Actions as needed (i.e., Net Assets Improvement Plans and so on)

May perform other additional duties and responsibilities as assigned.

Requirements:

Position qualifications required are the following:

  • Bachelor’s Degree required in Business, Finance, Real Estate, Urban Planning Finance or related area.
  • 5-10 years of multi-family asset management (financial as well as compliance) and/or multi-family underwriting experience preferred.
  • Must be knowledgeable about industry regulations, trends, and practices.
  • Must possess analytical skills, be detailed oriented, have good business sense, be able to work on numerous projects at once and prioritize workload independently.
  • Experience developing, managing, and monitoring budgets including the ability to read and analyze profit and loss reports.
  • Excellent communication skills and knowledge of word processing and spreadsheets required.
  • Overnight travel may be required.
  • Strong proven financial analyst skills.
  • Strong initiative with ability to seek out relevant information prior to making decisions.
  • Knowledge of real estate terminology and concepts preferred.
  • Knowledge of LIHTC program, HOME, NSP, and HTF.
  • Ability to maintain big picture focus while attending detailed work and providing thorough documentation.
  • Demonstrated ability to work productively and accurately in a fast-paced environment with multiple projects and stringent deadlines.
  • Strong organizational skills and ability to coordinate complex activities, prioritize conflicting demands, and meet deadlines.
