ABOUT THE MENTAL HEALTH ASSOCIATION OF SAN FRANCISCO (MHASF)

MHASF is a mental health peer-run nonprofit located in downtown San Francisco serving people and agencies across the Bay Area since 1947. OVERVIEW OF PROGRAM & POSITION:

This Clinical Manger position requires strong data analysis, project management, and organizational skills in the management of the performance of grants and contracts. The incoming Clinical Manager will participate in the design and implementation of complex workplan pipelines, and work with the Chief Operation Officer (COO) and the Director of Peer Services to develop project management roadmaps and timelines for the new and burgeoning Clinic. A primary responsibility of this position is to work with the COO and Director of Peer Services to establish MHASF as a Medi-Cal reimbursable agency by the end of Fiscal Year 24-25. They will communicate proactively with staff and community members to provide encouragement, identify problems, create solutions, and implement efficiency improvements to address and resolve barriers. Lastly, this position and program requires a highly-knowledgeable individual in behavioral health consumer/peer counseling methodologies, who keeps up with terminology and current developments and trends in the behavioral health system of care and who has achieved sufficient clinical knowledge and skill in the operations and services of a behavioral health care clinic/program, preferably in a peer space.RESPONSIBILITIES

WHAT YOU WILL BE RESPONSIBLE FOR:

I. TOP RESPONSIBILITIES

  1. Work with the COO and Director of Peer Services and the San Francisco Department of Public Health to ensure MHASF is a Medi-Cal reimbursable peer-run agency by Fiscal Year 24-25
  2. Provide professional leadership, vision, and implementation of behavioral health programs for the agency leading MHASF to becoming a federally-recognized qualified health center
  3. Review and approve Medi-Cal case notes generated by peer staff. Our peer support services enable us to work closely with each individual to understand their needs and to connect them to MHASF's internal resources and our external partners. We form a trusted relationship and follow our participants over time, providing security and support allowing them to become more stable and confident and develop skills and training that will help improve their long-term health outcomes
  4. Effective collaboration with MHASF's director team and other MHASF leadership to identify objectives and strategies for performance improvement in care coordination, communications, and management of mental health challenges for our community

II. RESPONSIBILITIES

a. Administrative Responsibilities

  1. Serve as Head of Services for Medi-Cal eligible case management and peer counseling services
  2. Review and approve participant case notes to ensure compliance with HIPAA and agency, state, federal, Medicaid, and other rules and standards, guidelines, and regulations
  3. Hold weekly drop-in assistance times for Peer Counselors and other staff who need tutoring in documentation
  4. Strong practical knowledge of California Medi-Cal eligibility and billing, share of costs SOC's, treatment authorization requests AVATAR's and claim reimbursement guidelines and billing codes
  5. Communicate with physicians, psychiatrists, and therapists, and other service providers as needed
  6. Develop and assist with crisis intervention, targeted case management, advocacy, service navigation, and other supports as needed
  7. Maintain detailed records of services provided and ensure participant record confidentiality
  8. Attend supervision, staff meetings, and trainings
  9. Ensure records conform to state and federally mandated Medi-Cal and HIPAA regulatory standards

b. Behavioral Health Peer Provider Responsibilities:

  1. Help ensure that community-based services are sensitive to the cultural context and personal history of each participant and their support system; practical knowledge of recovery philosophies, SAMHSA's 8 Dimension of Wellness, Wellness Recovery Action Plan (WRAP), and knowledge of mental health peer advocacy and the peer recovery movement a strong plus
  2. Consult with the Board-Certified Psychiatrist(s) and/or other licensed clinical staff
  3. Participate in the design, development, and implementation of the program with peers on the treatment team and community members
  4. Promote collaboration among support systems, mental health providers, healthcare providers, justice system personnel, school personnel, and other agencies as needed
  5. Collaborate with non-licensed clinical staff to ensure treatment plan accomplishments
  6. Ensure that peer counselors and participants are involved to the greatest extent possible in decisions affecting services and treatment using recovery values such as, personal autonomy, self-determination, and agency

CANDIDATE WE'RE LOOKING FOR

I. What you need to have

  1. Be licensed for at least two years as an LCSW, LMFT, LPCC, or Clinical Psychologist, with a valid license for California, preferably have experience with AVATAR electronic reporting system
  2. Knowledgeable about the Med-Cal billing process
  3. Familiarity with Electronic Health Records (EHR) systems
  4. Behavioral health knowledge, including familiarity with psychiatric diagnoses, psychiatric symptoms and associated behavior, psychiatric medications, and co-occurring substance use
  5. Shown ability to provide evidence-based treatment approaches in our system of care while seeking continuing improvement and development in the areas of cultural competence, integrated services for individuals with co-occurring mental health and substance use problems, and hoarding and cluttering behaviors and supportive housing for our vulnerable populations
  6. Must have a passionate dedication to providing state-of-the-art services in the public sector; knowledge of medical/clinical best practices as they apply to complex/co-occurring psychologies; a commitment to continuous learning and an interest in teaching; the ability to provide clinical leadership for the new program t and represent departmental needs and priorities; and willingness to tackle complex socio-economic social justice issues in an environment where resources are often limited or grossly inadequate.
  7. Excellent organizational, interpersonal, negotiation, and leadership skills are essential.
