The Presidio Trust is seeking a Permitting Program Manager in the Planning and Compliance Department. Once an Army Base, the Presidio of San Francisco is now a new kind of national park. The 1,500-acre Presidio is richly layered in history, is a natural oasis for wildlife, plants, and people, and offers iconic views known around the world. In its third decade as a park, public awareness and enjoyment of this exceptional place continues grow.

The Permitting Manager leads and manages the Presidio Trust permitting program which includes Dig Permits, Building Permits, Construction Permits, Annual Permits, Encroachment Permits, and permits for tenant improvements, special or unique projects, as well as administers our food safety inspection program through Fed OSHA. The role provides technical and managerial oversight, coordinates the permitting and engineering review activities of considerable size and complexity; and performs highly responsible and complex engineering/architectural and administrative work. The review of permit applications by this position helps to ensure the Presidio makes all the spaces conform to current health, safety and welfare code regulations. The Presidio is implementing over $500M in building, landscape, utilities and transportation projects over the next 5 years and this position is essential to ensuring those projects are all designed and meet current applicable code standards.

This is a full-time position with benefits and a starting pay range of $161,928 to $177,185, based in the SF Bay Area. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by August 30, 2024 will receive first consideration.

Responsibilities

  • Lead and manage the Trust’s Permitting Program, code and policy updates, plan reviews, permit issuances, construction compliance, and inspections to ensure that projects are executed in conformance with Trust adopted codes and policies.

  • Direct subordinate personnel on policy and procedural matters relating to work programs and new legislation pertaining to code application and enforcement.

  • Manage the MEP/Structural/Architectural code consultants who support the Permitting Manager with reviews of submittals.

  • Plan and coordinate the activities of Agency engineers and architects, contractors, subcontractors, state and local agencies, and inspection and construction personnel; address and resolve construction issues that may arise to assure that projects are completed in conformance with approved plans.

  • Review all projects for compliance with the Trust adopted building codes (currently, IBC 2022), policies and historic/environmental conditions, and issue permits for projects that meet requirements.

  • Direct, manage and coordinate plan review activities for Building, Specialty and Over-the-Counter plan reviews for engineering and/or architectural construction projects; determine when a project qualifies for expedited review.

  • Review and issue rulings on requests for modifications to specific code provisions by authorized design professionals following coordination with appropriate in-house staff and finding appropriate solutions, as necessary.

  • Inspect and monitor permitted projects for code compliance during each stage of the construction process.

  • Provide support and advisory services such as preliminary code analysis and occupancy requirements to planning and development teams during their project planning, development and design phases. Participate in charettes and preliminary site inspections to advance code compliance.

  • Work closely with the Trust’s Fire Marshal’s Office/Department of Public Safety for coordination and compliance of fire/life safety systems for projects.

  • Work closely with the Trust’ Park Design, Construction, and Engineering on permitting and MEP/Structural compliance for the Agency’s larger building, landscape and infrastructure projects.

  • As a member of the Trust’s Planning Review Team, review all project submittals for compliance with the Trust Design Review requirements, National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA Section 106).

  • Collaborate with Agency historic preservation staff and provide strategic and technical guidance for the interpretation and application of the International Existing Building Code (IEBC) and the California Historical Building Code.

  • Establish, in coordination with Agency legal, environmental/historic compliance, and project management staff, project guidelines and conditions for code compliance for various permits for special or unique projects.

  • Work together with Agency Asset Managers to develop strategies for the Presidio’s overall asset review and inspection program to ensure the Agency meets all Federal/State code regulations in the most efficient and cost-effective manner.

  • Maintain and update the Agency’s codes, permitting procedures, and policies, including the established rate structure to recover costs and overhead.

  • Review existing building conditions and develop strategies to achieve compliance with all occupancy use and building codes in the most efficient and cost-effective manner.

  • Establish plan review standards to serve as a guide for designers and builders.

  • Establish, prepare, manage, and review annual Permitting Program budget and schedule for completing required plan reviews and inspections associated with issuance of permits using in-house staff, consultants, and contractors.

  • Manage the Permitting Program revenue source from permit applications and inspections services. Monitor and review the program annually and set fees as appropriate to maintain consistency with comparable/surrounding municipalities.

  • Develop and regularly report on key performance indicators for pre-plan review, intake, plan review and permit issuance activities.

  • Deliver timely and clear reports to Director of Planning and Compliance on the status of permitted projects.

  • Other duties as assigned.

Supervisory Responsibilities

Directly supervises and mentors up to 1 full-time staff person. Carries out supervisory responsibilities in accordance with the Agency’s policies, directives, and applicable laws. Responsibilities include interviewing, hiring, training, and mentoring employees; planning, assigning, and directing work; appraising performance; fostering continuous improvement and staff development; scheduling time off; rewarding and disciplining employees, addressing complaints, and resolving problems.

Indirectly supervises MEP/Structural/Architectural code consultants who support the Permitting Office and perform code review services on an on-call basis.

Required Qualifications

  • Bachelor’s degree in architecture, construction management, professional engineering, civil engineering, construction engineering, or similar, AND

  • Minimum of twelve (12) years of related experience in building inspection, construction and/or quality review.

  • Possess or the ability to obtain a current ICC certification in one or more disciplines.

  • Demonstrable experience in preparation/review of preliminary and detailed construction schedules, budget and solid computer skills with proficiency in Microsoft Office: Word, Outlook, PowerPoint, and Excel and familiarity with MS Project.

Desired Qualifications

  • Experience with historic preservation, means and methods of construction, engineering practices, architectural standards.

  • Experience with municipal or private sector permit practices.

  • Knowledge of modern engineering and architectural methods and techniques.

  • Possession of a valid California License as a Registered Architect, Civil, Electrical, Mechanical, Chemical or Traffic Engineer.

  • Additional special engineering licensing and/or work experience in Construction Management, Structural Design, Fire Protection, Geo-technical Engineering, and/or Environmental.

  • Understanding of Presidio Trust Municipal Standards, and Construction Guidelines.

  • Professional skills: An individual that interprets laws and regulations and exercises independent judgment in the application of defined principles, practices and regulations.

  • Supervisorial skills: An individual having authority and exercising independent judgment to effectively recommend to hire/promote, discipline, assign, reward or adjust the grievances of other employees.

  • Managerial skills: An individual in a high level administrative and policy-influencing position who plans, organizes, staffs, leads and controls a major function or effort for the purpose of accomplishing organizational goals.

  • Knowledge of principles and practices of engineering and/or architecture, including Federal, State, and local laws, ordinances, codes, standards, rules, and regulations applicable to the planning and design, construction, operation and maintenance work of individual units; management and administrative techniques; and planning, budgeting and scheduling for a division or department.

  • Ability to: Plan, coordinate and direct the work of professional, technical, engineering and architectural personnel engaged in the review of related construction projects; meet and consult with professional personnel and officials on complex administrative matters; effectively communicate orally and in writing reports and technical recommendations to Executive Team and Agency Board; represent the department in meetings with management and executive members; and direct the maintenance of important and complex construction records and reports.

About the Presidio Trust Planning and Compliance Team

The Planning and Compliance Department develops and implements innovative, efficient, and inclusive plans and guidelines that advance the Presidio Trust’s strategic goals. This interdisciplinary team includes urban design and transportation professionals, staff ensuring historic and environmental compliance and sustainability, GIS specialists and permitting experts. The department oversees efficient permitting and compliance processes for all building, landscape, and infrastructure projects to ensure that the Presidio’s significant history and ecology are protected, and that projects advance Trust strategic goals and the public interest.
