Chief administrative officer for the Community Development Department. Performs complex clerical, secretarial and administrative assistant duties for the Tooele County Community Development Department and provides coordination among these and other divisions for major projects and grants.

Plans strategies to attract new businesses, encourage expansion of existing businesses, business assistance programs and retention of existing business to promote a stronger economic base. Identifies and targets businesses and industries to the County. Works with County officials and management to ensure support for and coordinate economic development activities. Provide administrative support to the Planning, Code Enforcement and Public Works divisions.

Provides administrative support for grant writing and grant and project management to ensure deadlines and budgets are met.

Works under the direct supervision and oversight of the Department Director.

Has administrative oversight of permit technician. Serves as backup to the permit technician in daily duties.

  • Registers clients into computer systems, collects and receipts monies. Secures and gives out information; scans, indexes, files correspondence, records and reports.
  • Assists Director with interdepartmental personnel responsibilities.
  • Oversight of engineering contracts, expenses and budget related items for all divisions of the department.
  • Processes invoices for payment.
  • Prepares daily deposits.
  • Responsible for preparation and filing office records, reports and forms containing statistical information. Runs, tabulates, and writes daily reports and project summaries.
  • Coordinates programs and reports with all divisions, and other offices as needed, that share accountability of large-scale projects. Schedules and arranges meetings. Responsible to prepare summaries of internal and external departmental meetings as assigned.
  • Answers telephones and personal inquiries, routes visitors and calls to appropriate individuals.
  • Grant writing. Research grant programs and assist in writing funding applications. Research philanthropic funding opportunities from public and private funding sources for programs and projects of Tooele County. Assist in preparing grant or contract proposals including the preparation of letters of intent; copy editing and formatting proposals; liaising with the department head for quotations for equipment and formulating budgets, and ensuring compliance with all funding agency requirements. Identifies and facilitates group collaboration on interdepartmental grant writing efforts.
  • Grant Administration. Administer grant funding per requirements and obligations as set forth in the grant contract. Ensure proper accounting and reporting of all grant funding.
  • Capital Projects. Assist in administering capital projects. Assist in writing RFP's and RFQ's for Community Development projects. Work with County Purchasing Agent and the State of Utah in advertising all RFP's and RFQ's. Coordinate bid openings and contract awards to include creating letters of intent and ensuring contracts get signed and approved by County Council. Maintain accurate records of all project finances to ensure project budget is adhered to.
  • Attends night meetings and takes and transcribes meeting minutes.
  • Performs other related duties as assigned.

SPECIAL QUALIFICATIONS


  • Must possess a valid Utah driver's license with no DUI's/ARR's in the past five (5) years and no more than two (2) moving violations within the past 24 months.
