The Supervisor of the Level 1 Licensing and GAP Program is responsible for the overall management and oversight of the Initial Licensing and Relicensing of Level 1 child specific foster homes within assigned counties. This includes the assessment, evaluation, and recommendation of potential Level 1 child specific foster homes, as well managing the re-licensure process for the Level 1 foster homes in Hernando, Lake, Marion, Sumter and Citrus counties, in accordance with Florida licensure standards and regulations. The supervisor is also responsible for overseeing the Guardian Assistance Program (GAP), to ensure all eligibility requirements are meet for the case to close out to GAP. The supervisor may also serve as a back-up for the Kinship Program Supervisor. The Level 1 program covers all 5 counties within Circuit 5, which may require this position to work in multiple counties.

ESSENTIAL FUNCTIONS:

  • Provide support and resources to relative and non-relative placements that are working with the Level 1 and GAP program.
  • Oversee the Level 1 licensing process, including final review of the Level 1 Licensing and Re-Licensing packet prior to submission of DCF.
  • Oversee the GAP program, ensuring all documentation and forms are completed as required, including final review of the GAP documentation prior to approval to Case Management.
  • Ensure that the placement lines are updated in a timely manner, to reflect when Level 1 homes, open or close.
  • Work with Accounting and Eligibility to ensure funding is correct and paid timely to caregivers.
  • Working knowledge of FSFN.
  • Continuously train staff in the system of care about Level 1 and GAP.
  • Maintain tracking systems to ensure progress is made towards departmental and statewide goals, along with completing monthly and yearly reports.

QUALIFICATIONS:

Education, Training, Years of Experience:

  • Master’s degree preferred with one-year experience in child welfare or human services. Bachelor’s degree in Human Services or related field with two years’ experience in child welfare or human services. If degree is in an unrelated field, must be eligible for a waiver. Eligible college or university degrees must be awarded by an institution accredited by an accreditation body recognized by the Federal Department of Education and/or Council on Higher Education Accreditation (CHEA). The college or university must have been accredited at the time the degree was awarded.
License/Certification/Special Requirements:
  • Child Welfare Certification preferred but not required at time of hire. Must obtain and maintain certification in good standings within one year of employment.
  • Must maintain a clear criminal background and driving record.
  • Must have a valid Florida driver’s license and be insurable by agency’s current insurance carrier
  • Must successfully clear Level II Background Screen

  • Ability to work occasional weekends and nights (from 10pm Friday to 8am Monday or 10 pm to 8 am Monday -Thursday) to cover Placement
  • Ability to multi-task and problem solve

While performing the duties of this job, the employee is regularly required to talk or hear. The employee must also frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 20 pounds. The employee is regularly required to bend/stoop and kneel. Repetitive motion is also required. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
