Department of State's Program Overview:

The Trans-Sahara Counterterrorism Program (TSCTP): The TSCTP PKO program supports partner countries with the political will to address near-term counterterrorism threats by building the institutional and operational capacities of military forces to defeat and degrade terrorist groups operating in West and Central African states, while adhering to international humanitarian law and human rights norms.

Project Objectives.

  • By the end of this task order, a total of 6,000 FACI soldiers deployed to the ZON will have the skills and knowledge necessary to conduct basic military operations, including civil-military operations, evidence preservation, and management of detainees for counterterrorism missions.
  • By the end of the Base Year, four companies each compromising of 250 FACI
    soldiers deployed to the ZON will have the skills and knowledge necessary to
    conduct basic military operations, including civil-military operations, evidence
    preservation, and suspect handling for counterterrorism missions.
  • By the end of the Base Year, FACI operators will have the skills and knowledge
    necessary to perform preventative maintenance checks and services, any required
    periodic maintenance and/or calibration, and operator and maintainer-level repair for equipment provided through this task order.
  • By the end of this task order, FACI leadership shall incorporate the lessons learned and the acquired tactics from the training into FACI Standard Operating Procedures (SOP) and/or Doctrine to ensure standardized practice across the FACI.

The Project Manager's Duties and Responsibilities include but are not limited to:

  • Bear ultimate responsibility for ensuring that all work required under the task order is performed satisfactorily and meet the requirements of the SOW.
  • Serve as the U.S. government's primary in-country point of contact for all technical matters pertaining to the task order.
  • Serves as leader for all staff on a task order, and mentors employees, identifies possible problem areas, priorities and deadlines.
  • Assures timely delivery of quality work products and services associated with accounting and financial systems, budget control, and financial management functions.
  • Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
  • Reports to the Program Manager, Deputy Program Manager and provides updates on project activities.
  • Actively assesses and risk across the project and implements mitigations solutions.

Minimum Qualification Requirements include:

The Project Manager shall be qualified for the work performed as documented by education, certifications, licenses, permits, test reports, judgments, and similar documentation. At a minimum, the Project Manager shall possess the following qualifications.

  • At least five (5) years of directly related experience managing projects of similar scale and complexity in geographically diverse locations.
  • Similar scale shall be defined as programs valued at $5 million or more.
  • Similar complexity shall be defined as projects involving two or more sub-tasks under Section 3 (i.e., training of foreign security forces, mentorship of foreign security forces, equipment procurement, and new equipment training) within the same project scope of work.
  • The PM shall demonstrate at least one (1) year of direct experience working professionally in sub-Saharan Africa.
  • The PM shall demonstrate five (5) or more years of experience working in conflict zones in Africa, with a preference for experience operating in West Africa, and/or other relevant countries listed: Afghanistan, Iraq, Yemen, Libya, Haiti, Lebanon, Colombia, Egypt, Israel, Bosnia and Herzegovina, Kosovo, Armenia, Azerbaijan, Pakistan, Mexico, Guatemala, Timor-Leste, Burma,
    Nepal, and Philippines.

Desired Qualifications:

  • French Language at the 3/3/3 level.
  • Experience working/training with foreign militaries
  • Experience developing and delivering professional military education courses.
  • Experience delivering equipment and new equipment training.
  • Prior military training experience.
  • Military experience at O-4 or higher
