Request for Proposal for Alaska Public Offices Commission (APOC) Reporting
The Alaska Center is requesting proposals from qualified contractors to serve as The Alaska Center’ APOC Reporting Lead for our Independent Expenditures (IE) entity and Alaska Center PAC group.
General Organizational Overview:
The Alaska Center is a 501c(4) nonprofit that engages, empowers, and elects Alaskans to stand up for clean air and water, healthy communities, and a strong democracy. We are working to transition our state from an extractive economy to an equitable, just, and clean energy economy in which all Alaskans can thrive. We advocate for the protection of salmon habitat, clean energy solutions in the face of rapid climate change, and amplifying Alaskans’ voices in the public process. The Alaska Center C(4) issues endorsements of state and local candidates who will help achieve our vision. Our sister organization The Alaska Center Education Fund provides education and leadership development for youth, and promotes civic engagement.
The Alaska Center IE is a separate Independent Expenditure entity housed under a Sec(527) organization, affiliated with The Alaska Center. AKC-IE is a registered APOC “entity”. It does not coordinate or communicate with candidate campaign; and AKC-IE is firewalled from The Alaska Center PAC.
The Alaska Center PAC is a separate PAC entity housed under a Sec(527) organization, affiliated with The Alaska Center. The Alaska Center PAC is a registered APOC “Group”. It may contribute cash or nonmonetary goods to candidates directly; AKC-PAC is firewalled from The Alaska Center IE.
Scope of Work:
The primary responsibility will be filing APOC reports for the associated entity, working closely with The Alaska Center’s Finance and Development teams, Political Director, and Co-Executive Director. The contractor will help build strong organizational systems to support the accurate filing of reports on time. Approximate project size of 30-50 hours beginning on or before September 15, 2024 and November 30, 2024.
Deliverables:
Reporting
- Work with the Development and Finance team to track incoming cash, checks, or credit card contributions to the IE and PAC, as well as debt owed to the C4;
- File all relevant APOC forms for the IE and PAC, including state registrations, campaign finance, 24-hour donor disclosure forms for donations >$2,000, and other required forms;
- Manage invoicing and checks for limited PAC and IE expenses;
- Ensure proper handling of campaign funds; and
Data Maintenance
- Keep an organized record of all campaign income and expenses and provide regular financial reports to campaign managers, candidates, and other stakeholders as necessary.
Experience and Qualifications:
- Demonstrated APOC or other campaign finance reporting experience. Previous treasuring or equivalent experience is helpful.
- Excellent attention ot detail and superb organization skills required. Previous experience in campagin finance laws preferred.
- Demonstrated ability to maintain confidentiality, paying special attention to ensuring the independence of the independent expenditure
