CSEngineering is looking to add a CCEWLMMPT Program Analyst to our growing team

JOB RESPONSIBLITIES

  • Develop and update PowerPoint presentations and draft formal letterhead correspondence and documents in Microsoft Word and Adobe Acrobat.
  • Attend RO and Resource Management (RM) initial and continuous learning training.
  • Review tasks daily and liaise, coordinate, and provide responses to CCEWLMMPT Division-related taskers. Check tasker tracker databases and emails for new taskers or updates to current listings.
  • Prepare CCEWLMMPT Branch Weekly Activity Report (WAR), coordinate input among Brach members, and transmit finalized report to stakeholders with permission from Branch Senior Ranking Officer.
  • Review, validate, analyze, and extract financial and manpower resource data for CCEWLMMPT Division portfolio from the following systems: Intelligent Workbook, Procurement Business Intelligence Service (PBIS), Intranet Resource Allocation Planning System (IRAPS), and Total Force Manpower Management System (TFMMS).
  • Review, analyze, and provide input to and Joint initiatives and associated documents (e.g. Initial Capabilities Documents (ICD), Capabilities Development Documents (CDD), Capability Production Documents (CPD), Joint Operational Concepts (JOC), and Joint Functional Concepts (JFC)) having impacts on CCEWLMMPT Division. Provide comments and recommended actions to ensure JCIDS documents meet established DOD, Joint, and C4I requirements.
  • Review and update monthly Military Intelligence Program (MIP) execution and obligation report.
  • Review CCEWLMMPT Manning Change Requests (MCR).
  • Identify requirements for CCEWLMMPT skills, certifications, qualifications, education, and training.
  • Conduct CCEWLMMP Officer sub-specialty reviews and Enlisted Classification (NEC) reviews as governed by the Officer Occupational Classification System (NOOCS) and Enlisted Occupational Classification System (NEOCS).
  • Liaise and coordinate with Naval Education and Training Command (NETC) for course development and revision process; produce and staff resource sponsor endorsement letters consistent with the NETC 1500.19 "end-to-end" process; and manage and coordinate validation of student input plans (SIP).
  • Review, coordinate, and approve Training Systems Plans (NTSP) and Training Planning Process Methodology for systems resourced by CCEWLMMPT Division.
  • Participate in Planning, Programming, Budgeting, and Execution (PPBE) cycle and review issue submissions across the future years' defense plan (FYDP) from stakeholders associated with the CCEWLMMPT Division portfolio.
  • Prepare briefings, point papers, spreadsheets, and statements in preparation for Program Objective Memorandum (POM), Program Requirement Reviews (PRR), and Offset Drills; provide recommended courses of action to ensure program alignment with N2N6 goals, objectives, and priorities.
  • Attend and participate in Joint forums to include, but not limited to: Cryptologic Training Council (CTC), Intelligence, Surveillance, and Reconnaissance (ISR) Manpower Personnel & Training Advisory Boards, Persistent Cyber Training Environment (PCTE) Content and Strategy Working Group, Post-apprentice Cryptologic Language Analyst (CLA) Training Working Group, Ready Relevant Learning (RRL) Working Group, and Education and Training Command's (NETC) Rating Review Group (R2G).
  • Coordinate locations and documentation for CCEWLMMPT-related meetings take meeting minutes, and produce reports and presentations supporting these meetings; track status and completion of actions.
  • Develop, track, and adjust of current and proposed Centres for Naval Analysis (CNA) study proposals related to CCEWLMMPT issues.

REQUIRED QUALIFICATIONS

Security Clearance: TS/SCI

  • Bachelor's degree.
  • 10+ years of experience (at least five years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.
  • Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts is highly desired.
  • Responsible for planning, organizing, executing and controlling performance of technical, business and financial services projects ensuring that goals and objectives are accomplished within prescribed timeframe and funding parameters.
  • Provides primary interface with client management personnel regarding strategic issues.
  • Coordinates all parties to tasks, performs quality assurance reviews of project deliverables and activities for completeness, quality, and adherence to customer requirements.
  • Delivers presentations and leads client meetings.
