This is a remote position.

GST just won a major long term contract to be a prime for Department of Homeland Security’s DHS’s Independent Test Agent (ITA) and has an immediate need for an Operational Test Director. The ITA program’s mission is to provide standardized Testing and Evaluation (T&E) services that support DHS major acquisition programs and improve acquisition program outcomes. This position requires the ability to travel extensively, and solid acquisitions knowledge.


The DHS domains supported include: T&E in support of Information Technology (IT) and or Agile Software Development, Cyber Resilience T&E, Technology Systems (e.g., cameras; radar; command, control, and communication systems; data integration; motion sensors; etc.), Watercraft (e.g., U.S. Coast Guard Cutters and small coastal craft, Aviation (Helicopters and fixed wing aircraft), Unmanned Aerial Systems (UAS), Counter UAS systems, Vehicles, and Detection systems (e.g., Chemical, Biological, Radiological, and Nuclear, Explosives and others).

Duties and Responsibilities:
Operational Test Directors will:
  • Lead all Operational Test & Evaluation (OT&E) to provide the DHS Component with an evaluation of the mission capability of the system or service when employed in a realistic, operational environment.
  • Assist the DHS Component Program Manager in providing a T&E Strategy brief to the Director of T&E (DOT&E) for all major acquisition programs under DOT&E engagement.
  • Coordinate development of the OT&E strategy associated with operational testing and drafting of applicable sections of the Test and Evaluation Master Plan (TEMP) per policy with the T&E Manager and T&E Working Integrated Product Team (WIPT).
  • Provide a T&E Concept Briefing on the planned OT&E activity
  • Submit the Operational Test & Evaluation Plan (OTEP)
  • Report on the results of record testing prior to the Acquisition Decision Event (ADE)

Requirements
  • A current SECRET clearance (with ability to get Top Secret if required)
  • A minimum of 10 years of relevant experience, including Federal government experience in a T&E environment.
  • Bachelor's Degree required, a Master’s degree preferred.
  • Experience leading and or managing operational T&E events
  • Completion of requisite T&E training equivalent to Level II and completion of an Operational Test Director’s Level I through Level II
  • For those programs using Agile Development, the supporting OTD shall be trained in Agile.
