We seek a Project Manager to provide professional support services to assist with The Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxins Act of 2022 (PACT Act) hiring effort. This hybrid position is in Washington, DC.

The Project Manager shall manage human resource specialists, administrative specialists, and security specialists with subject matter expertise in both Title 5 staffing and USA Staffing systems. The HR Project Manager will manage all aspects of multiple Workforce Shaping initiatives, interfacing with various clients and project team members and delivering impactful work products to meet client and company expectations. The successful candidate will be a resourceful self-starter.

Provide consulting in workforce planning, talent acquisition and management, data collection, analysis and reporting, organizational development, leadership and employee development and coaching, strategic communications, and change management.

  • Aid and counsel on Civilian and Military Personnel Management.
  • Design, implement, and deliver Leader Development Programs.
  • Review, analyze, and advise on the Agency Workers' Compensation Program.
  • Provide Case review and support for HR investigations.
  • Translate strategic concepts into actionable plans and develop project schedules and work products.
  • Monitor project deliverables to ensure quality performance.
  • Manage the level of effort, competing priorities, and short-turn projects while communicating status and risk to the COR and relevant stakeholders.
  • Prepare and deliver project and contract progress reports.
  • Establish relationships with clients as a go-to trusted partner.
  • Design and support the implementation of change management strategies focused on stakeholder engagement, adoption, and communication.
  • Coordinate and manage the small project team assigned to the contract.
  • Maintain a positive working environment.
  • Coach, counsel, and mentor project team members.

Qualifications:

  • MA (Master's in Art) and Master's in Science (MS) degree in program/project management or a field of study related to the assigned project(s).
  • Minimum of seven (7) years of management experience and demonstrated expertise in leading teams and managing projects of national scope in the federal government arena.
  • PMP Certification
  • Bachelor's degree (e.g., Bachelor of Arts (B.A.), or Bachelor of Science (BS)) in program/project management or a field of study related to the assigned project(s)
  • Minimum of a combination of 10 years of experience and training that provides the required knowledge, skills, and abilities to lead and perform these tasks.
  • Experienced in managing large federal contracts.

Preferred Qualifications:

  • Experience as HR Manager in Staffing and Recruiting for the Federal Government
  • HR Certification (SHRM-SCP, SPHR)
  • Active Security Clearance
