Job DescriptionJob Description

Purpose of Job:

Responsible as a General Agent to MARAD for pre-commissioning activities related to shipboard training, outfitting, sparing and new construction configuration details. Provides continuity for crew support prior to delivery and assists with post-delivery warranty documentation review. Works alongside the assigned training ship port engineer. Capable of providing oversight, but not responsible for the installation and repair of marine power plants, propulsion systems, heating and ventilating systems, and other mechanical and electrical equipment in ships and marine facilities by performing the below main duties and responsibilities.

Main Duties and Responsibilities:

Embrace and promote the onsite safety program as instituted by TOTE Services.

Coordinates details and activities with incoming State Maritime crews, focusing on crew training, onboarding, and preparing shipboard outfitting materials for delivery. Provides regular updates on construction timelines.

Assists in estimating materials and operating budgets for upcoming vessels and presents these to the Director of Ship Management and Vice President of Marine Operations for approval.

Coordinates and certifies incoming outfitting materials and works with commercial warehousing to maintain material status.

Works with fleet configuration engineer to identify any retrofit requirements for vessels based on latest construction modifications.

Coordinates warranty research and material reviews. Manages the construction activation of vessels within five to ten days, overseeing repairs, crewing, storage, and preparation for sail away.

Evaluates equipment performance during construction, acceptance testing and sea trials, reporting results and coordinating with MARAD Surveyor and COR to address deficiencies.

Ensures compliance with USCG and other regulatory standards, reports any need for interfacing with ABS-USCG to operations department leadership.

Helps bring NSE system on-line, tracking and providing data updates within the MARAD NSE system.

Ensures ship safety and security services meet contract standards.

Secondary Duties and Responsibilities:

  • Assists the Company in any necessary duties to achieve Company goals.
  • Performs other related duties as assigned.
  • Adherence to the Integrated Management System that covers Quality, Environmental, and Safety.

Skills:

SUPERVISORY RESPONSIBILITIES:

Directly supervises consultant port engineers and crew of vessels under his responsibility. Fulfills supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; evaluating performance; addressing complaints and resolving problems.

QUALIFICATION REQUIREMENTS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

LANGUAGE SKILLS:

Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations. Ability to draft reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

MATHEMATICAL SKILLS:

Ability to apply advanced mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Education:

Bachelor's degree (B.S.) in Marine Engineering from a certified maritime academy or four-year college or university; three years of documented Port Engineer experience for large tonnage ocean- going vessels; and five years seagoing experience as a Chief Engineer or First Assistant Engineer, or a minimum of five years of ship repair experience with progressive responsibilities; or equivalent combination of education and experience.

CERTIFICATES, LICENSES, REGISTRATIONS:

Engineer's License, preferred.

OTHER SKILLS and ABILITIES:

Comprehensive knowledge of technical manuals and drawings, shipboard arrangement, and organization, functioning of machinery, repair techniques, costs, and report preparation.

Intimate knowledge of various software programs, both shoreside and shipboard.
