Summary:We are seeking a highly experienced Sr. Business Systems Analyst to support Finance & Payment Technology Services for the USPS. The candidate will analyze user needs, document system requirements, and create system specifications that drive the development and implementation of business solutions. This role requires flexibility in working hours, including nights, weekends, and holidays, to meet USPS management needs. The ideal candidate will have extensive experience with Oracle eBusiness Suite Financials modules, strong PL/SQL expertise, and the ability to work independently on high-visibility projects.

Responsibilities:

  • Review, analyze, and evaluate user needs to create systems solutions that support overall business strategies.
  • Document system requirements, define scope and objectives, and create system specifications.
  • Act as a liaison between IT and users, utilizing both business and technical expertise.
  • Support Finance & Payment Technology Services in application and system development, maintenance, and technical support.
  • Serve as a Functional Subject Matter Expert (SME) for Oracle eBusiness Suite Financials modules, including Purchasing (PO), Accounts Receivables (AR), Accounts Payables (AP), Fixed Assets (FA), Project Accounting (PA), and General Ledger (GL).
  • Provide solutions for complex business requirements using COTS functionality and minimizing RICE development.
  • Utilize Agile/Scrum processes and management tools (preferably VersionOne) and IT Service Management Systems (preferably ServiceNow).
  • Provide expert-level support in Oracle PL/SQL.
  • Develop and update configuration documents, diagrams, and other relevant documentation.
  • Participate in Agile ceremonies and ensure the validity and accuracy of business requirements and system performance.
  • Acquire thorough knowledge of assigned systems and understand the USPS business processes that support them.
  • Provide on-call and after-hours support as required to support production systems.
  • Collaborate effectively with customers/end users to ensure their needs are met positively.

Documentation Responsibilities:

  • Develop system and user documentation for both existing and newly deployed application software, including:
  • System Documentation
  • Training Documentation
  • User Documentation

Required Skills/Experience:

  • Minimum of 13 years of experience in business analysis, software development, or a related field.
  • A degree from an accredited College/University in the applicable field is preferred. Four additional years of relevant experience may be substituted for a degree.
  • Ability to perform all functional duties independently on high-visibility or mission-critical programs.
  • Proven experience in overseeing the efforts of direct reports or managing the efforts of a project team.
  • Experience in training and mentoring less experienced personnel.
  • Excellent communication skills.

Preferred Skills:

  • In-depth knowledge of Accounting principles.
  • Extensive experience with Oracle eBusiness Suite Financials modules.
  • Familiarity with the USPS operating environment and business processes.
