The incumbent is responsible for leading a comprehensive transformation initiative across the Army Security Assistance Enterprise (ASAE) to enhance the efficiency, effectiveness, and responsiveness of the Army's Security Cooperation and Security Assistance (SC/SA) programs. This role requires strategic oversight, coordination, and execution of reforms aligned with the priorities of the Secretary of the Army (SECARMY).

The incumbent will manage four key Lines of Effort (LOEs): Prioritization and Governance, Process Optimization, Workforce Development, and Data Governance and Stewardship.

Major Duties:

1. Strategic Prioritization and Governance (25%) - Develop and implement decision-making frameworks and methodologies that prioritize SC/SA requirements and allocate resources effectively. Lead the creation and operation of governance forums to ensure Army-level oversight and proactive resource deployment across the ASAE. Drive the development of demand/capacity forecasting tools to enhance transparency and industry engagement.

2. Process Optimization (25%) - Oversee efforts to streamline and integrate end-to-end FMS business processes, reducing inefficiencies and improving coordination across the enterprise. Oversee the implementation of Integrated Master Schedules (IMS) to ensure on-time, cost-effective delivery of total package solutions to partner nations.

3. Workforce Development (20%) - Oversee efforts to establish a professionalized International Cooperation (IC) civilian career field to develop and retain a skilled workforce capable of meeting current and future FMS mission requirements. Oversee the development and implement enterprise-wide training programs that close capability gaps and enhance employee understanding of the FMS process. Lead the creation and deployment of a knowledge management platform to support cross-organizational knowledge sharing and streamline employee onboarding.

4. Data Governance and Stewardship (15%) - oversee the implementation of a comprehensive data governance strategy that enhances data transparency and supports informed decision-making across the ASAE. Integrate enterprise data sources into dashboards and reports that provide critical insights for decision-makers at all levels. Foster a culture of data-driven decision-making, aligning data governance efforts with broader Army business system modernization initiatives.

5. Change Management (15%) - Lead the development and execution of change management strategies to support the successful implementation of FMS reforms. - Ensure stakeholder engagement and buy-in at all levels of the organization, mitigating resistance to change and fostering a positive transformation culture. - Develop communication plans, training programs, and support systems to help employees adapt to new processes, structures, and technologies. - Monitor and evaluate the impact of change initiatives, adjusting as necessary to achieve desired outcomes.

Knowledge, Skills, and Abilities (KSAs):

1. Strategic Planning and Governance - Comprehensive knowledge of strategic planning, prioritization methodologies, and governance processes within large, complex organizations. - Ability to lead and manage high-level governance forums, ensuring effective oversight and resource allocation aligned with strategic objectives.

6. Change Management (KSA 6): Demonstrated expertise in leading organizational change initiatives, with a deep understanding of change management principles and best practices. Supervisory Controls: The Security Cooperation Transformation Specialist reports directly to the Director of Operations, who provides overall direction and strategic guidance. The incumbent exercises significant independence in planning, executing, and evaluating reform initiatives, making critical decisions on behalf of the Director of Operations. Performance is assessed based on the successful implementation of reform initiatives and the achievement of strategic goals.

Guidelines: The incumbent operates within the framework of Army regulations, FMS policies, and directives from senior leadership. The Director is expected to interpret and adapt these guidelines to address complex challenges, develop innovative solutions, and drive organizational change.

Complexity: This position involves managing highly complex, interrelated tasks across multiple lines of effort, requiring advanced coordination and problem-solving skills. The incumbent must navigate competing priorities, resource constraints, and dynamic operational environments to achieve desired outcomes.

Scope and Effect: The incumbent's work has a broad and significant impact on the Army's ability to deliver critical defense capabilities to partner nations. Successful reform initiatives will enhance the effectiveness, efficiency, and responsiveness of the Army FMS program, strengthening relationships with international allies and contributing to global security.

Personal Contacts: The incumbent regularly interacts with senior Army leaders, interagency partners, industry stakeholders, and international representatives. These contacts are essential for coordinating efforts, resolving issues, and ensuring the success of the FMS reform initiatives.

Physical Demands: The position is primarily sedentary, with occasional requirements for travel to meetings, conferences, and site visits, both domestically and internationally.

Work Environment: The work is typically performed in an office setting, with the incumbent required to attend meetings and conferences in various locations. The work environment may involve moderate stress due to the high visibility and impact of the role.



1. Education: A Bachelor's degree in Business Administration, International Relations, Public Policy, or a related field is required. A Master's degree is highly desirable, particularly in Defense Studies, Strategic Management, or Public Administration.

2. Experience: a Minimum of 10 years of relevant experience in Foreign Military Sales (FMS), Security Cooperation, or related defense sectors, including at least 5 years in a leadership role. Experience leading large-scale reform initiatives or transformation efforts in a complex organizational environment.

3. Certifications: Certification in project management (e.g., PMP, PRINCE2) or Lean Six Sigma is desirable. Certification in Security Cooperation or International Program Management is preferred.

4. Security Clearance: The candidate must possess or be able to obtain and maintain a Secret security clearance.
