About the Program and Position:

The Enhanced Family Foster Care (EFFC) Program supports foster youth in the custody of the Administration for Children's Services (ACS) in New York City. Our EFFC program serves youth ages 0-21+ and supports them with a multidisciplinary team that includes a Case Planner, Health Services Team, Psychiatrist, Behavioral Support Specialist, Family Advocate, Case Aide, Family Team Conferencing Coordinator, Education Workforce Specialist, Employment/Internship and Housing Specialist, Fair Futures Coach, Foster Home Recruiter and Licensor and Clinician. Our therapeutic approach to foster care includes direct access to Clinicians and foster parents that are trained at a treatment foster care level implementing the ARC framework. This makes a difference because our team approach provides a space for healing while providing skill-building and future-focused planning for youth in our care.

Under the supervision of the Vice President of Permanency, the Director of EFFC Case Planning supervises three Assistant Directors of Case Planning, overseeing Case Planners and Parent Advocates working within all NYC locations. The Director of EFFC Case Planning will audit the quality of the case planning procedures to ensure consistent and high quality services for all youth and families. This staff member will maintain professionalism in all areas, including confidentiality.

How you get to use your skills…

  • Train, supervise, and oversee operations of Case Planners and Parent Advocates

    • Support staff in continuously identifying and engaging discharge/kinship resources.

    • Support Parent Advocates in educating birth parents on their required expectations and the services they can access.

    • Support staff through weekly individual and group supervision.

    • Ensure staff are versed in the needs of, approaches to, and skills for working with at-risk youth and families

    • Ensure that Case Planning operations, including case contacts, P2P meetings, and Family Time, meet and comply with agency, ACS, and OCFS mandates

  • Monitor and track submission of progress notes, supervisor reviews, court reports, and other required documentation related to case planning

  • Partner with CQI and monitor the progression of targets for permanency, including Adoption and KINGAP

  • Appear in Family Court hearings, as needed, related to the children and families served

  • Coordinate and oversee timely submission of youth's Family Assessment and Service Plan and individual service plan

  • Coordinate and oversee timely submission of Family Team Conference Requests

  • Attend and play an active role in Family Team Conferences (FTC's), Interdisciplinary Treatment Team (ITT) meeting and Parent to Parent Meetings

  • Coordinate initial intake requirements with staff to ensure compliance with ACS/OCFS guidelines

  • Responsible for continuous improvement of program components including but not limited to policy and procedures, staff training, and maximizing productivity

  • Respond to incidents during or outside work hours, and participate in on-call rotations

  • Ensure timely critical incident and psychiatric hospitalization notifications to ACS stakeholders

  • Ensure all services provided to each youth are properly documented in each case file

  • Participate in weekly leadership meetings and monthly departmental/stakeholder meetings

  • Provide guidance and coaching to program and leadership team to assist with emergencies

  • Work collaboratively with the treatment team to help families achieve the goal of permanency and reunification

  • Maintain a collaborative relationship with stakeholders, referral sources, and community resources and providers

  • Support and collaborate with foster parents and birth parents

  • Carry a small caseload (as needed)

  • Ensure all contacts and services delivered are documented in relevant electronic health record systems

  • Respond in a positive and respectful manner to diversity, among the agency's service population and staff

  • Perform other related duties as requested by direct supervisor, senior leadership, Associate CEO and CEO

Schedule: Exempt

  • Regular hours entail 9:00am - 5:00pm, Monday - Friday

  • Must be flexible to meet program needs

  • Evenings and weekends



  • Master's degree in relevant behavioral/social sciences field required

  • 3 years of progressive experience supervising staff and case management experience - strongly preferred

  • NYC ACS or private agency child welfare experience required

  • Strong skills in Microsoft Office and Google Workspace

  • Ability to work well with people from many cultures including recent immigrants, non-English speakers, and LGBTQ children

  • NYS Driver's License required

  • Ability to travel to other agency locations

Physical Requirements:

  • Word processing: Including responding to e-mails, composing letters, completing computerized documentation, transcribing minutes for meetings, etc: This involves sitting at a computer for several hours a day

  • Completing paperwork -Such as copying and stapling

  • Must be able to lift up to 50 pounds

  • Sit/ride in vehicles, busses, subways, trains, plains - public transportation for lengthy periods of time

  • Walk up/down stairs

  • Walk to enter/exit subway and other public transportation

  • Walk several blocks to get to required location
