This role is responsible for driving data-driven strategies and initiatives to improve operational efficiency and effectiveness. You will collaborate closely with key stakeholders to identify data requirements, develop analytics solutions, and present insights in a clear and compelling manner. Additionally, you will play a key role in shaping the District's data governance framework and ensuring data quality and integrity across all divisions. This position is at the forefront of our data-driven initiatives, utilizing their expertise to extract valuable insights and drive strategic decision-making. The primary responsibility will involve designing and implementing advanced analytical models to solve complex business problems. Leveraging statistical analysis, machine learning techniques, and data mining to help uncover patterns, trends, and correlations within large datasets. This is crucial in developing predictive models to anticipate future trends and behaviors.

DESCRIPTION
A full-time, non-exempt employee who reports to the Technology Manager.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Technical:
a. Collect, clean, and interpret district-defined data sets.
b. Ensure data accuracy and integrity through regular audits and validation processes.
c. Provide and support live Power BI data through the development of dynamic reporting, dashboarding, and drill-down capabilities.
d. Provide Power BI understanding on various levels of expertise to companywide users and executives as needed visualization solutions.
e. Create test plans and scenarios to ensure quality and requirement traceability for the final deliverable.
f. Identify solutions to enhance the Business Intelligence infrastructure, processes, and technology.
g. Maintain metadata dictionaries and report definitions.
h. Lead enterprise KPI definitions effort in partnership with various functional and division leaders.
i. Establishes database management systems, standards, guidelines, and quality assurance for database deliverables, such as conceptual design, logical database, capacity planning.
j. Identify solutions to enhance the existing Business Intelligence infrastructure, processes, and technology.
k. Develop statistical and predictive models to run against data sets.
l. Create data visualizations, dashboards, and report to communicate findings.
m. Liaison among the business, development, and support teams to ensure solutions being developed meet or exceed business needs.

QUALIFICATIONS

1. Bachelor’s degree in data science, Statistics, Public Health, or a related field experience is preferred.
2. 2+ years of Data Analyst or related experience, including proficiency with analytical software or equivalent related education.
3. 2+ years of experience in building and developing Business Intelligence solutions using Power BI
4. Expertise in all phases of data science, from initial data discovery through data cleansing and model selection, validation, and deployment.
5. Proficiency in SQL and DAX for data manipulation and analysis is preferred.
6. Experience with data visualization tools such as Power BI.
7. ability to aggregate data from disparate sources and prepare it for analysis.
8. Solid knowledge of SQL Data Warehousing and database fundamentals such as multidimensional database and relational database design.
9. Familiarity with common data science and machine learning techniques, such as decision trees, K-nearest neighbors, naive Bayes classifiers, random forests, and support vector machines preferred.
10. Knowledge and understanding of common data warehouse and data lake structures.
3. Skills
a. Mathematical Skills – Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
b. Language and Interpersonal Communication Skills – Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public. Focus on solving conflict, not blaming. Maintains confidentiality; listens to others without interrupting; keeps emotions under control and remains open to others’ ideas.
c. Reasoning Ability and Problem Solving – Ability to solve practical problems and deal with a variety of concrete variable in situations where only limited standardization exists. f. Ability to identify new opportunities to apply machine learning and data mining tools to business processes to improve their efficiency and effectiveness;
g. Proficiency with data science techniques and manipulating data through data cleansing, transformation, and modeling.
h. Excellent Customer Service Orientation is a MUST.
i. Ability to handle multiple projects and priorities.
j. Experience with large databases, conducting complex analysis.
k. Basic understanding of ELT/ETL and workflow automation.
l. Excellent communication and collaboration skills to effectively interact with clinical and operational teams.
m. Ability to document data definitions in clear and concise manner.
n. Business process modeling—enterprise to department level.
