The mission of Washington Health Benefit Exchange (Exchange) is to radically improve how Washington residents secure health insurance through innovative and practical solutions, an easy-to-use customer experience, our values of integrity, respect, equity and transparency, and by providing undeniable value to the health care community.

The Exchange is a public-private partnership that operates Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through this platform, and with support from a Customer Support Center and statewide network of in-person navigators and brokers, individuals and families can shop, compare and enroll in private, qualified health plans (as defined in the Affordable Care Act) or enroll in Washington Apple Health, the state Medicaid program.

Equity is fundamental to the mission of the Washington Health Benefit Exchange. The process of advancing toward equity and becoming anti-racist is disruptive and demands vigilance to dismantle deeply entrenched systems of privilege and oppression. While systemic racism is a root cause of many societal inequities, we must also use an intersectional approach to address all forms of bias and oppression, which interact with and often exacerbate racial inequities. To be successful, we must recognize the socioeconomic drivers of health and focus on people and places where needs are greatest. SUMMARY

The Board Coordinator will provide critical programmatic support to the Exchange Board, Senior Exchange staff, and the Policy Team. The position will lead essential program functions related to the meeting management of the Exchange Board, Board Committees, and stakeholder committee meetings.

The Board Coordinator will also play a critical role in project management across a variety of Policy initiatives. This requires coordinating across departments, having a grasp on policy content, and understanding the perspectives of key stakeholders. Success in this position requires one to be a team player, defined as having a driving passion for the work, bringing humility to their job and people interactions, and understanding how their words and actions affect others.

The Board Coordinator accepts personal responsibility for the quality and timeliness of his/her work and can be relied upon to achieve excellent results with little need for oversight.

DUTIES AND RESPONSIBILITIES

• Lead the coordination of the Exchange Board, Board Committee, Technical Advisory Committee, and Workgroup meetings.

• Develop draft agendas, meeting materials, and organize meeting logistics.

• Develop annual work plans for the Board and Committees. Ensure agenda items are well planned, productive, action-oriented, and clearly connected to the shared priorities of the Board.

• Act as the administrative liaison for communication with the Exchange Board, Board Committees, Technical Advisory Committees, and Workgroups.

• Take meeting minutes for the Exchange Board, Board Committee, and some Technical Advisory Committee meetings.

• Project manage Policy initiatives that include complex content, timelines, and communicating with key stakeholders that result in legislative bills, reports, Board presentations, or proposals.

• Develop lists of action items resulting from the various meetings. Organize action items according to the Exchange department and disseminate to appropriate Exchange staff.

• Arrange logistics and details for meetings and policy staff projects.

• Manage contracts, budgets, timelines, and workflows related to Exchange projects and meetings.

• Develops, revises, implements, interprets, and administers program-specific policies, procedures, practices, and sets standards for existing and new program activities so that consistent approaches are utilized.

• Other duties as assigned.

QUALIFICATIONS

Required:

• Bachelor’s degree and three years of experience in Board management, project management, policy or legislative coordination, meeting planning and management, contracts, or administrative duties. NOTE: qualifying experience may substitute year for year for education.

• Excellent organizational skills to track an array of details and the ability to plan and coordinate projects.

• Excellent writing and editing skills.

• Ability to multitask, coordinating multiple projects or tasks at one time, and effectively prioritize among tasks.

• Project management skills.

• Emphasis on attention to detail.

• Demonstrated ability to accept personal responsibility for producing quality, timely work, managing and coordinating multiple complex assignments, and meeting deadlines. Ability to work effectively independently as well as collaboratively.

• Ability to maintain confidentiality.

• Advanced skills and experience in the use of all Microsoft Office software (Word, Excel, PowerPoint, Outlook, and Visio) and Adobe Acrobat.

• Excellent communication and relationship development skills to effectively work with staff members of all levels, and with board members, customers, and stakeholders.

Desired:

• Demonstrated ability to build and maintain professional relationships with a wide variety of people with competing and diverse interests.

• Knowledge of policy and procedure development.

• Knowledge of or experience in health equity.

• Previous experience supporting public or private board governance.

SALARY INFORMATION

The hiring salary range is between minimum of $75,374 and the midpoint of $81,928 depending on candidate experience, internal equity, and the market. Our compensation policy reserves the salary range above the midpoint for meeting and exceeding expectations and growth and development, up to the maximum of $98,313.

WORKING CONDITIONS

Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times where irregular hours will be required. The preferred duty station is our Olympia, Washington headquarters. The nature of this role relies heavily on remote and in-person collaboration. While a hybrid remote and on-site schedule may be considered, the position will require flexibility to allow for in-office availability as business needs dictate. Travel requirements will be limited, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location.

SPECIAL REQUIREMENTS

A criminal background screen will be conducted for candidates under final consideration, and if hired, every five years of employment where highly sensitive data is processed or maintained by the position. The incumbent in this role will also be required to complete a federal fingerprint background check. The results of these background screens must meet the Exchange’s eligibility standards.
