Position Description Summary:
The Department of Justice, United States Attorney's Office (USAO) - District of Vermont (DVT) has a requirement for a Civil Rights and Legal Support Specialist, or equal, to perform a variety of support tasks associated with affirmative civil rights matters. Tasks to include assisting attorneys with investigations and gathering and managing communication, information, and records for civil rights matters opened in the USAO or being investigated and/or litigated jointly with the Civil Rights Division in the DVT.
Responsibilities:
· Assist with the planning and conduction of civil rights and related investigations. Potential investigations are identified by Civil Rights Program and USAO management, attorneys, or the Civil Investigator based on complaints, or may be referred by other federal agencies or instituted as part of a compliance review.
· The Specialist will gather factual information, prepare recommendations regarding what action, if any, the Program should take, and assist the Program’s attorney(s) in planning and conducting investigations and any ensuing litigation.
· Conduct intake of communication with the public regarding various civil rights complaints, and refer inquiries to applicable community resources, if appropriate.
· Assist in formulating investigative plans to identify facts and issues involved in a case, the applicable theories of law, and the scope of the investigation.
· Communicate with federal, state, and local officials, and other organizations and individuals related to subject of investigation for the purpose of gathering facts, obtaining statements, learning sequences of events, obtaining explanations, and otherwise advancing investigative objectives.
· Examine documents, data, and other records pertaining to the entity, events, or allegations under investigation.
· Establish and/or verify relationships among all facts and evidence obtained or presented to confirm authenticity of documents, corroborate witness statements, and otherwise build proof necessary for successful litigation.
· Review documents and other types of evidence to recognize the targets or organization’s pattern of operations in order to identify additional information of interest, anticipate events, and/or determine proof required to determine legal responsibility for violation(s), and devise methods for obtaining, preserving, and presenting evidence for greatest litigative effect.
· Monitor, review and analyze information from multiple sources on a continual basis. Identify the need for further research, analysis, or investigation, and consolidate and disseminate information to various law enforcement agencies and other organizations as appropriate.
· Assist with in-depth, face-to-face, and telephonic interviews with witnesses and victims. Identify and locate witnesses utilizing electronic and other methods of investigation. Summarize and synthesize witness statements and related documents.
· Understand and analyze medical, financial, and other reporting information and materials relevant to civil rights enforcement and related cases.
· Work with the assigned AUSAs and/or supervisory attorneys to determine applicable administrative statutory and regulatory law and identify possible violations or causes of action.
· Communicate with other federal agencies and DOJ components regarding handling of lawsuits and assignment of attorneys.
· Help maintain a database of accurate information about case handling and status.
· Assist with pro se litigation by communicating, when needed, with pro se litigants to gather necessary information.
· Use specialized software including legal software and internet-based applications, when appropriate, to provide information and analysis for use by attorneys and management.
· Plan and manage case files, documents, and databases.
· Draft correspondence and legal documents for review by attorneys.
· Monitor defendants’ compliance with settlements and consent decrees, and recommend appropriate action when deficiencies are identified.
· Assist with the organization and participate in outreach activities with community and advocacy groups.
· Assist with related trial preparation such as compiling, organizing, indexing evidence, and managing the presentation of exhibits including preparation of narrative summaries, charts, tables, graphs, or other visual aids.
· Devise and improvise methods of meeting investigative goals in an expeditious manner, determining the most efficacious methods for planning, scheduling, and conducting investigations, and identify any resources that may be required.
· Report facts clearly, accurately, and logically both orally and in writing.
· Arrange for secure storage, preservation, organization and indexing of voluminous documentary evidence.
· Administrative tasks including copying, mailing, closing files, maintaining pleadings, etc.
Skills & Experience:
· The Contractor shall provide personnel with knowledge, skills, and abilities to perform the duties as specified in the SOW.
· At a minimum, the candidate must have:
• Four (4) year undergraduate degree or higher.
• At least one (1) year of professional work experience in the legal field, civil rights field, or related area.
• Proficient in Microsoft Office applications (Excel, Outlook, Access, PowerPoint), Adobe Acrobat Professional, Lexis/Nexis and/or WestLaw.
• U.S. Citizenship and ability to obtain adjudication for the requisite background investigation.
