Job Summary

The Manager I, Workforce Development is responsible for the administration and management of all workforce development programs, and is the key leadership liaison with direct service staff, stakeholders and agency’s senior leadership team, while ensuring that services provided are in alignment with the Social Determinants of Health through a trauma informed care lens as defined by the agency.                                   This position is responsible for delivery and oversight of all contracts and corresponding deliverables, budget management, community representation, and collective impact in the assigned area or areas of responsibility.  The Manager I is the day-to-day operations monitor providing leadership, supervision, and mentoring to staff to ensure that service recipients receive effective services that are customer service friendly and delivered with measurable outcomes.

 

ORGANIZATIONAL RELATIONSHIPS:

 

1. Reports to:

Director, or as otherwise designated.

2. Directs:

Provide guidance and supervision for all staff assigned to the management area; may supervise practicum students, interns or assigned volunteers.

3. Other:

An agency liaison with service recipients, collaborating agencies and community

stakeholders associated with the Manager’s delegated areas of responsibility; and works cooperatively with all staff to accomplish the mission, goals, objectives and performance measures of the program and agency

 

ESSENTIAL PERFORMANCE REQUIREMENTS AND FUNCTIONS:

 

Required Competencies/Skills:

1.    Critical Thinking: The Ability to assess the authenticity, accuracy and work of knowledge claims, beliefs, or arguments and reaching sound conclusions based on observation and information.

2.    Team Leadership: The ability to see oneself as a leader of others, from forming a top team that possesses balanced capabilities to setting the mission, values, and norms, as well as holding the team members accountable individually and as a group for results.

3.    Project Management: The ability to plan, execute, and oversee a multi-year, large-scale project involving significant resources, scope, and impact.

4.    Performance Measurement: The ability to understand and use statistical, economic, and financial methods and metrics to set goals and measure service as well as organizational performance; commitment to and employment of evidence-based techniques.

5.    Healthcare and Human Services Environments: Ability to explain issues and advancements in the healthcare and human services industries.

Education/Training/Experience:

1.    Bachelor’s degree in human services, behavioral health, social sciences or related field required; Master’s degree desirable.

2.    Two (2) years previous experience in directing/supervising staff and contracts in the achievement of agency and stakeholder goals.

3.    Two (2) years previous experience working in the non-profit human services environment to include low- income, minority, multi-problem families is highly desirable

4.    Fluent in English and Spanish (read, write, and speak) desirable.

6.    Certificate or license, as applicable, by the appropriate State agency as a qualified practitioner.

7.    State of Texas vehicle operator’s license and proof of liability insurance.
