Under the leadership of the Chief Customer Experience & Mobility Officer, the Transit Planning Project Manager performs highly responsible, professional, and supervisory work for project development and management of the high-level projects for Toledo Regional Transit Authority (TARTA) Position is responsible for managing the overall project implementations and ensuring that the project scope reflects prioritization including critical path schedule and budget development and tracking. The Project Manager arranges, facilitates, and participates in cross-departmental meetings communicating priorities and ensuring that projects are advancing to meet project deadlines.

This transformation is powered by a dedicated team of professionals in each department from the leadership team to every front-line (and behind the scenes) team member.

ESSENTIAL FUNCTIONS:

  • Assists in creating and evaluating service re-design plans using available operating data, existing previous planning documents, community feedback, and GIS demographic data among other relevant resources.
  • Manages and oversees the implementation of projects to ensure project requirements, deliverables, and timelines are met. Requires facilitation to internal and external staff, and third-party contractors and their project manager.
  • Leads coordination, communication, and management of the projects. Ensures that regular meetings are held, and that necessary and appropriate decisions are concluded on time. Minutes of the meetings are completed for the meetings, and that departments along with key stakeholders are completing action items pertaining to the schedule. Escalates schedule conflicts and resource availability issues to Chief Customer Experience & Mobility Officer for resolution.
  • Updates the project schedule monthly and tracks performance. Project schedule shall be a critical path schedule that is disseminated to Executive Staff monthly. A monthly report shall be completed to detail the progress and identify any tasks that are behind schedule. A new schedule and scope must be completed for those tasks in conjunction with the appropriate department and key stakeholders to get the project back on schedule.
  • Manages and oversees isolated contractor work designated. As such, acts as Quality Assurance/Quality Control Manager for these isolated contracts to ensure the third-party contractor performs work at a quality level that meets TARTA’s requirements for milestone payment approval. Engages internal resources as needed to verify quality performance and successful completion of deliverables and obtains TARTA sign off approval on the deliverables; Assists in the management of the amenity contractor.
  • Works with departments and key stakeholders to develop detailed budgets for the project; attends internal and external meetings assisting in educating the community and customers.
  • Understands any federal, state, or local requirements necessary for full implementation of the project, including ADA, Title VI and Environmental Justice guidelines.
  • Review and approve invoices from contractors. Monitors financial reports to ensure proper accounting of project expenditures. Coordinates with appropriate parties to resolve issues.
  • Regular, predictable, and punctual attendance required.

OTHER JOB FUNCTIONS:

  • Assists in Development of Requests for Qualifications (RFQs) for professional services or Request for Bids (RFB) for contractor activities; assists in the negotiation, preparation and administration of professional services, engineering services, amenities, and construction contracts.
  • Manages and provides leadership in the selection of consultants and contractors. Ensures the agency meets its DBE goals for consultants and contractors. Takes corrective action as necessary, on a timely basis, and in accordance with policy.
  • The above description covers the most significant duties performed but does not include other occasional work that may be assigned which would be similar, related, or a logical assignment to the position.

MINIMUM EDUCATION AND EXPERIENCE REQUIRED:

Requires a bachelor’s degree in regional and city planning, civil engineering, transportation, or logistics and seven (7) years experience in transit planning; or an equivalent combination of education and experience.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Knowledge of governmental agencies including the FTA, Regional Planning Organizations, Ohio Department of Transportation (ODOT).
  • Skills in project management on complex projects.
  • Skills in MS Office Suite of products (i.e., Excel, Word, Outlook, PowerPoint, etc.) and GIS.
  • Ability to learn transit related software such as Trapeze, Remix, ETA Plus and ITS related applications.
  • Ability to lead a diverse set of professionals on a large complex project with a proven record of accomplishments.
  • Ability to effectively communicate with internal and external resources to resolve potential conflicts and maintain a cohesive atmosphere.
