Key Responsibilities:

  • Electrical System Design: Provide consulting services on the design of electrical systems, including lighting, primary medium, and secondary low voltage distribution systems, and emergency and standby power.
  • Electrical Studies Program: Review and provide recommendation on Arc Flash studies, Power System Fault analysis, Protective Device Coordination studies, Over-Currents Coordination, Voltage Drop analyses, and Facility Condition Assessments of electrical systems.
  • Technical Expertise: Serve as the Subject Matter Expert (SME) with in-depth knowledge and experience in NFPA 70, NFPA 70E - Standard for Electrical Safety in the Workplace, and IEEE 242-2001 - Recommended Practice for Protection and Coordination of Industrial and Commercial Power Systems.
  • Advanced Engineering Support: Resolve complex problems related to electrical design and construction for specialized VA facilities, providing consulting support to CFM members and field engineering offices.
  • Task Order Reviews: Perform reviews and make recommendations for task orders as required.
  • Project Coordination: Work with other electrical technical leads (TLs) and contracting officer representatives (CORs) to develop long- and short-range plans, goals, and objectives for the Electrical Studies Program.
  • Reporting and Documentation: Review reports and deliverables from executed Electrical Studies contractors, document findings, and provide VA expectations to contractors.
  • Progress Monitoring: Monitor task order progress, arrange and participate in meetings, and review progress report submittals at various stages (60%, 90%, and 100%).
  • Onsite and Remote Tasks: Conduct site visits, kick-off meetings, and coordinate with contractors and stakeholders, both onsite and remotely.

Minimum Qualifications, Knowledge, Skills, and Abilities:

  • Experience: Minimum 5 years of experience in the practice and design of electrical systems. Minimum overall experience is 6 years, with 10 years’ experience preferred.
  • Technical Knowledge: Mastery of advanced concepts, theories, and practices of power, lighting, and communications electrical engineering systems.
  • Standards and Software Proficiency: Expertise in NFPA 70, NFPA 70E, IEEE 1584, IEEE 242, and SKM software used in the Electrical Studies Program.
  • Project Management: Proven record in electrical project management and experience with Power System Coordination, Fault-Current, and Arc Flash analysis for complex, large Medical Center and/or Mission Critical Facilities.
  • System Design and Installation: Comprehensive knowledge and experience in electrical system design and installation of medium (35Kv) and low voltage (600V) distribution, control, relays, emergency, and standby power systems in large hospital and/or medical center (500,000 square feet and larger), and Mission Critical Facilities.
  • Interdisciplinary Knowledge: Knowledge of related engineering disciplines such as architectural, civil, mechanical, and plumbing/sanitary engineering.
  • Technical Research and Evaluation: Ability to research and evaluate the latest developments in the electrical engineering field and technical requirements.
  • Must be a U.S. Citizen or Legal Permanent Resident with three (3) or more years of U.S. work experience.
  • Must be able to pass and maintain a Public Trust background investigation.

Preferred:

  • Medical facilities experience.

Required Education, Licensing, and Certification:

  • The CM-EE shall possess a bachelor’s degree in electrical engineering from an ABET-accredited institution of higher learning.
  • Registered professional engineer license in any state.
