SUMMARY: Under limited supervision, provides professional knowledge for project development, design, permitting and construction administration of BJWSA Capital Improvement projects. Coordinates activities to ensure projects are designed, permitted, and constructed in a timely and cost-effective manner using Industry Best Practices.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:
  1. Provides management and assistance for BJWSA Capital Improvement projects. Uses independent judgment to ensure projects are developed, designed and permitted in a timely and cost-effective manner. Coordinates projects with Federal and State regulatory agencies, as applicable. Performs technical tasks related to projects such as review of modeling results, design plans, specifications and related elements necessary to deliver infrastructure studies, improvements, and on-going maintenance.
  2. Responsible for the completion, submission, and review of various required documents including new internal project management report, regular progress reports, spend forecasting, plans, specifications, calculations, technical reports, departmental QA/QC procedures, agreements, and purchase orders.
  3. Is responsible for technical oversight of assigned projects, including, but not limited to plan review, consultant management, internal coordination, and communication of project needs.
  4. Uses experience and discretion as a representative of the Authority at various public meetings and governmental agencies in the development of assigned projects.
  5. Maintains project files, record files, and communicates in accordance with departmental requirements with consultants, contractors, and government officials.
  6. Works with the appropriate local government agencies to provide the technical support for grant-funded projects.
  7. Receives, considers, and responds in a professional manner to customer complaints and concerns.
  8. Provides technical support to other departments, and input on systems operations and maintenance and construction management when necessary.
  9. Performs other duties as required.

MINIMUM QUALIFICATIONS

EDUCATION and/or EXPERIENCE: Requires a bachelor’s degree in civil or mechanical engineering or related field, possess a minimum of one to five years’ experience in engineering related functions and project management, or any equivalent combination of education and experience for construction/engineering that provides the required knowledge, skills, and abilities.

CERTIFICATES, LICENSES, REGISTRATIONS: Professional Engineer or Engineer-in-Training license, preferred. Must possess a valid driver’s license.

Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to subordinates and receiving assignments and/ or directions from supervisor.

Language Ability: Requires ability to read a variety of codes, regulations, policy and procedure manuals, maps, construction drawings, work orders, etc. Requires the ability to prepare routine reports, performance appraisals, records, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with clarity, voice control and confidence.

Intelligence: Requires the ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form. Requires the ability to apply influence systems in managing a crew; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions; to counsel and teach employees. Must be able to communicate effectively and efficiently with persons from a variety of educational backgrounds using technical terminology as required.

Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery; to operate motor vehicles.

Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have moderate levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing in uncomfortable physical conditions and under stress when confronted with emergency situations or tight deadlines. The worker may be subject to danger or risk to a slight degree and to tension as a regular, consistent part of the job.

Physical Communications: Requires the ability to talk and/or hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear).
