The Heavy Civil Estimator is responsible for preparing accurate and competitive cost estimates for large-scale infrastructure and heavy civil engineering projects, with a particular focus on Metropolitan Transportation Authority (MTA) projects exceeding $100 million. This role involves analyzing complex project specifications, quantifying materials and labor requirements, and developing comprehensive bids for major transportation infrastructure projects.
Key Responsibilities:
- Review and interpret project plans, specifications, geotechnical reports, and other technical documents to determine the full scope of work for heavy civil projects, particularly those related to MTA infrastructure.
- Perform detailed quantity takeoffs for all aspects of heavy civil construction, including earthwork, concrete, steel, and specialized materials used in transportation infrastructure.
- Develop accurate cost estimates for labor, equipment, materials, and subcontractor work based on project requirements and current market conditions, with a focus on large-scale MTA projects.
- Collaborate with project managers, engineers, and field personnel to gather insights on construction methods, productivity rates, and potential project challenges specific to MTA work.
- Identify and evaluate project risks, and incorporate appropriate contingencies into estimates, considering the unique challenges of large transportation projects.
- Prepare and submit comprehensive bid proposals for MTA projects exceeding $100 million, including all necessary documentation and supporting materials.
- Conduct site visits to assess project conditions and gather additional information for more accurate estimating, particularly in urban environments typical of MTA projects.
- Negotiate with suppliers and subcontractors to obtain competitive pricing and terms for large-scale transportation infrastructure projects.
- Analyze historical project data to improve estimating accuracy and identify cost-saving opportunities specific to MTA work.
- Stay current with industry trends, new construction technologies, and regulations affecting heavy civil projects, particularly those relevant to transportation infrastructure.
- Participate in bid strategy meetings and assist in presentations to MTA officials or partners as needed.
- Maintain and update the company's estimating database, ensuring all cost data is current and relevant to large-scale transportation projects.
Qualifications:
- Bachelor's degree in Civil Engineering, Construction Management, or a related field.
- Minimum of 7-10 years of experience in heavy civil estimating, with a proven track record of successful bids on large-scale transportation projects.
- Strong knowledge of heavy civil construction methods, materials, equipment, and industry standards, particularly as they relate to MTA projects.
- Proficiency in estimating software such as HCSS HeavyBid, B2W Estimate, or similar tools.
- Excellent mathematical and analytical skills, with high attention to detail.
- Strong understanding of contract documents, including plans, specifications, and general conditions typical of MTA projects.
- Ability to read and interpret complex engineering drawings and technical specifications for large-scale transportation infrastructure.
- Excellent communication and interpersonal skills, with the ability to work effectively in a team environment and interface with MTA officials.
- Proficient in Microsoft Office suite, particularly Excel.
- Valid driver's license and ability to travel to project sites as needed.
Preferred Qualifications:
- Professional Engineer (PE) license or Certified Professional Estimator (CPE) certification.
- Specific experience with MTA projects or other major transit authority work.
- Knowledge of scheduling software such as Primavera P6 or Microsoft Project.
- Familiarity with MTA contract requirements and bidding procedures.
