Primary Purpose Statement

The Developmental Disabilities Services Manager with Martin Enterprises will provide administrative and support for the ADVP, PSR, Innovations Waiver and CLFS programs on the main site as well as in the community.

Principle Accountabilities

The Developmental Disabilities Services Manager with Martin Enterprises supervises full-time and/or part-time staff working as CLFS Instructors, PSR Instructor, and Innovations Waiver Support Staff on the main site as well as in the community. The DD Services Manager is directly supervised by the Executive Director.

Essential Duties and Responsibilities

Administration

  1. Develop and maintain up to date Person Centered Plans for program participants who do not have Care Coordinators (IPRS/State funded service recipients) by collaborating with the client, their family/guardians, and support staff to document the client’s status, needs and develop objectives for the individual to work towards.
  2. Maintain accurate service records that meet agency, MCO/LME, Medicaid and CARF standards. Provide copies of record information for agency monitoring/review by funding sources and CARF.
  3. Submit completed Person Centered Plans and complete Treatment Authorization Request to MCO/LME to ensure service availability and payment for services. Collaborate with billing specialist to monitor billing claims and authorization approvals and denials.
  4. Participate in Quality Improvement Committee, Screening and Assessment Committee, and Risk Management/Safety Committee.
  5. Participate in Management meetings with other program managers to contribute to the creation and implementation of agency policies and procedures.
  6. Hires, disciplines, and dismisses DD Services Support Staff with the Executive Director’s approval.
  7. Reviews Day Support (monthly), ADVP (quarterly), PSR (monthly), and CLFS (Monthly).

Supervision

  1. Provide supervision for support staff. Offer interventions/strategies for the completion of PCP objectives. Trouble-shoot problems that clients and staff experience during service implementation. Ensure that staff understands and follows agency policies and procedures. Evaluate staff performance of assigned tasks.
  2. Monitors day-to-day activities of clients and makes suggestions for change, additions, and improvements when needed.
  3. Ensure that staff documentation is accurate and that it meets Medicaid and agency standards, as well as supports billed claims.
  4. Ensure that support staff is implementing the current PCP plan and objectives for program participants.
  5. Coordinate staff work schedule and ensure that all authorized hours of service are worked each week.
  6. Conduct meetings with clients and staff to address questions/problems, to plan events for clients, as well as, to relay information related to service provision.

Training/Support

  1. Collaborate with support staff to coordinate enrichment/leisure activities, trips, and social functions for clients to complement their work skill and daily living skill training.
  2. Counsels clients in identifying and resolving social, behavioral and other problems.
  3. Consults with clients, staff, and Executive Director concerning effective programs for individual clients.
  4. Provides information on and refers clients to public or private agencies and community services for assistance as needed.
  5. Participates in professional development activities and integrates relevant information into client training programs.
  6. Must receive first aid and CPR certification within the first 10 days of hire and annually thereafter.
  7. Must receive safe driving training within the first 10 days of hire and annually thereafter.
  8. Must receive blood-borne pathogen training within the first 10 days of hire and annually thereafter.
  9. Must receive safety training within the first 10 days of hire and annually thereafter.
  10. Will attend additional training as needed for the provision of quality services to recipients.

  2. Must adhere to the HIPAA guidelines

Safety

  1. Promotes the maintenance of a safe, accident free, and healthy work environment by conforming to the general safety policies and procedures established by the organization to comply with local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations.

POSITION SPECIFICATIONS

The Developmental Disabilities Services Manager, QP must meet the state mandated Qualified Professional qualifications. These include a high school diploma, or the equivalency, a four-year college degree (in a human service field is preferred), and minimum of 2 years experience, post-college, working directly with individuals (preferably adult population) with developmental disabilities, mental illness, and/or substance abuse issues. Must be computer literate and have good communication skills. Must have driver’s license and a good driving record. Must embrace the philosophies of normalization and person centered programming.
