Period of Performance:  640 calendar days. Exact dates of performance have yet to be determined.

Salary Range: $90,000 to $110,000 annually based on experience

Project Solutions Inc. is seeking an experienced Construction Management Representative for an exciting opportunity at Great Smoky Mountains National Park in Gatlingburg, TN.  We are always looking for hard working professionals to join our diverse workforce and gain experience on a large variety of projects.

Project/Position Overview:

This scope of work includes construction services associated with rehabilitation of the Laurel Falls Trail at Great Smoky Mountains National Park. Significant aspects of the work include demo and removal of the existing asphalt trail, rehabilitating and widening the trail where required, retaining walls and culvert replacement, construction viewing platforms and rest areas, new retaining walls with stone veneer, restored vegetation, and parking areas with removal of existing surface and construction of new asphalt parking areas. This project provides additional formalized parking at Laurel Falls, the park's busiest trailhead. When completed, 54 new parking spaces will be provided in two parking areas (12 in one location and 42 in a second location). These new parking areas support the park's effort to manage visitation levels in high use areas where resource damage is spreading due to unrestricted roadside parking and roadside social trails.

This role is contingent upon award.

Responsibilities and Duties:

  • Provide technical assistance and support to CO during construction. 
  • Read, interpret and understand the construction contract plans and specifications
  • Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site. 
  • Document issues encountered and problems experienced with the construction contractor. 
  • Review contractor's baseline and progress schedules.
  • Draft project related correspondence for NPS to review and issuance 
  • Understand and document inspections during and post construction as well as mock-up inspections
  • Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards
  • Deliver reports, reviews, evaluations, design work, etc. to CO.
  • Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.

Required Education, Knowledge and Skills:

  • Education leading to Construction Management Degree or equivalent
  • 5+ years Construction Management Experience.
  • Minimum of OSHA 30-hour construction safety training required.
  • Knowledge and experience with construction practices including applicable building codes, applicable safety regulations
  • Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
  • Ability to evaluate payment requests
  • Ability to read and interpret plans, schedules, and other specifications.
  • Written and verbal communication, problem-solving, and conflict resolution skills
  • Knowledge of software including MS Teams, MS Word, MS Excel, Adobe Acrobat, ProjectTeam, Primavera, MS Project, and any other software programs typically utilized 
  • Maintain a valid driver's license.
  • Qualified applicant must be able to pass a background check.
  • Ability to communicate effectively with a diverse range of individuals.
  • Ability to multi-task and prioritize in a fast-paced work environment.
  • Ability to walk and climb stairs or ladders on a daily basis to observe and inspect contract performance.
