Summary:
The Chief Executive Officer performs a wide variety of complex administrative tasks and provides leadership and support to all departments of Alluvion Health (Alluvion).
The Chief Executive Officer (CEO) oversees and directs all aspects of Alluvion under the direction of the Board of Directors, including serving as the Project Director of the Health Resources and Services Administration (HRSA) Health Center Grant. The CEO plans, develops, and directs the administration of programs which include primary healthcare, dental, and behavioral health components to meet the federal requirements of HRSA and ensure Alluvion's strategic goals and objectives are met.
The CEO provides administrative leadership in a challenging health care delivery system and under changing health care insurance provisos. The work is performed in accordance with established standards and practices of the medical profession, community health center requirements, state and federal law, and Alluvion policy.
Alluvion Health employs approximately 200 Employees.

Essential Job Responsibilities:
The Chief Executive Officer shall:
Board Relations
- Be an agent of the Board of Directors and shall be accountable to the Board;
- Be subject to the oversight of the Board of Directors, shall have responsibility for the general care, supervision, and direction of its affairs in furtherance of the policies and programs established by the Board of Directors;
- Act as the signatory for accounts, contracts and all other operational agreements on behalf of Alluvion and the Board of Directors;
- Attend meetings of the Board of Directors and the Executive Committee unless the Board requests the Chief Executive Officer’s absence during evaluation of the Chief Executive Officer’s performance;
- Perform other duties and exercise other powers as assigned by the Board of Directors.
Financial Stewardship
- Be responsible for all aspects of financial management for Alluvion and preparation of budget requests and accurate financial reports for review and approval by the Board of Directors and other funding sources;
- Ensure that the fiscal integrity of Alluvion is maintained, that adequate funds are available to support Alluvion’s mission and that the funds are properly allocated;
- Protect all assets of Alluvion and be responsible for the financial planning for the financial year;
- Oversee the management and utilization of the physical and financial resources of Alluvion;
- Actively pursue new funding sources to meet the goals and objectives of Alluvion;
- Communicate financial performance and strategies clearly to the Board of Directors, staff, and stakeholders, fostering confidence in the organization’s financial stewardship.
Strategic Leadership
- Monitor changing community health care needs and environment, evaluating the ability of the programs to meet those needs; and recommending changes to current programs or the addition of new programs to the leadership team and the Board;
- Improve, implement and continually evaluate the strategic plan for operations as approved by and reported to the Board of Directors;
- Build and maintain trust with staff, patients, and the community by consistently demonstrating integrity, accountability, and commitment to the organization's mission.
Operational Management
- Oversee all day-to-day operations of Alluvion and as such has the authority to make all necessary operational decisions in accordance with Alluvion policy and procedures;
- Be responsible for all aspects of corporate compliance, risk management and quality improvement;
- Be responsible for overall patient satisfaction across the organization or implements and monitors performance metrics to improve clinical outcomes, patient satisfaction, and operational efficiency throughout the organization;
- Be responsible for overall staff satisfaction across the organization and foster a culture of continuous improvement, collaboration, and accountability among staff;
- Promote open and transparent communication to ensure that all team members are informed, engaged, and aligned with the organization’s goals.
Community Engagement & Advocacy
- Ensure that the programs and services meet or exceed industry standards for excellence and quality;
- Represent the health center as a community leader at the local, state, and national levels;
- Be responsible for public relations activities on behalf of the Alluvion to increase its visibility and effectively reach a variety of demographics.
Human Resources & Talent Management
- Have the sole authority and accountability for the supervision of key Officers, Directors, and administrative staff of the organization;
- Have the authority to hire, supervise, and dismiss all Alluvion personnel in accordance with the personnel policies established by the Corporation;
- Provide leadership, conflict resolution, motivation and promotes teamwork of employees in achieving agency goals;
- Ensure that the organization has the necessary talent and resources to achieve its strategic goals;
- Encourage open communication and feedback within the organization, fostering a trusting and supportive work environment.
KNOWLEDGE, SKILLS AND ABILITIES:

EDUCATION/EXPERIENCE/QUALIFICATIONS:
Education/Training
- Master’s Degree in Public Health, Business, Health Administration, Management, Nursing, or closely related field and 3 years of experience managing a health agency that includes 2 years of supervisory experience;
- Or a Bachelor’s Degree in Public Health, Business, Health Administration, Management, Nursing, or closely related field and 5 years of experience managing a health agency, that include 2 years of supervisory experience.
Experience
- Five years of program administration in an area relevant to the health center’s operations and mission;
- Five years’ supervisory experience in healthcare senior leadership role;
- Broad knowledge of non-profit administrative and financial management, personnel management, grant writing, and community relations.
Licensure
- Must possess a valid driver’s license issued by the State of Montana.
LANGUAGE SKILLS:
- Fluent in the English language. Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints.

WORKING CONDITIONS:
- Work indoors in a climate-controlled environment 95% of the time.
- OSHA Exposure Category #2 (The normal work routine involves no exposure to blood, body fluids, or tissues, but exposure or potential exposure may be required as a condition of employment.)
WORK HOURS:
- Full-time, exempt. Some evenings and weekend hours as needed.
