About the Opportunity

The HUD Program Manager is responsible for managing with the day-to-day operation and general administration of HUD programming for young adults at VHBG, including implementation of federal standards, VHBG policies and procedures, general programming, and financial management.

They also serve as a link with the Greater Richmond Continuum of Care for coordination of services and compliance with funding requirements. They take the lead in collaborating with Joint Project partners (external organizations).

They serve as Case Worker for 1-2 clients in accordance with DSS standards for licensed child-placing agencies (serving youth ages 17-21).

Core duties and responsibilities:

Personnel Management

  • Lead and manage program personnel, including overseeing logistical components and providing resources as necessary
  • Serve as a point of contact for program staff performance matters with the oversight of the Director and Human Resources, including hiring, training, performance management, and termination
  • Serve as the secondary decision-maker/emergency response contact for situations related to VHBG services for young adults; on call for emergencies

Project Management

  • Monitor and assure quality of services in accordance with program parameters
  • Manage project expenses to budget and to maximize HUD reimbursement
  • Collaborate with external partners including but not limited to the Greater Richmond Continuum of Care and Joint Project partners
  • Assist with Single Audit requirements and other grant-related compliance and documentation
  • Other duties as assigned

Case Worker Responsibilities

  • Serve as a case worker or caseworker trainee for 1-2 clients in the DSS- licensed Independent Living Arrangement for youth ages 17-21
  • Build relationships with the youth to facilitate effective collaboration in developing the service plan and achieving progress
  • Orient youth to program
  • Supervise youth in a least restrictive manner
  • Support youth through on call, 24/7 phone access (secondary on-call); in person if needed for emergencies
  • Counsel youth in preparation for discharge

Education and Experience:


Required

  1. Bachelor’s degree,
  1. Minimum of two years’ full-time experience working with individuals experiencing homelessness, AND
  1. Experience managing a HUD-funded program

Preferred

  • A baccalaureate degree in social work or a field related to social work including, but not limited to, sociology, psychology, special education, or counseling and
  • 2 years of experience supervising others
  • Two years’ experience in providing casework services to young people and families (provision of direct services or treatment with an individual or several individuals, and intervention in the situation on the client's behalf)
  • experience working with youth, those living with mental illness, and/or individuals experiencing substance addictions
  • experience with YHDP programming
  • knowledge of harm reduction concepts and motivational interviewing techniques
