Summary: The Economic Service Specialist will divide time between two of Thrive Virginia's programs. Fifty percent will be dedicated to the Housing Counseling program and fifty percent to the Reaching Independence through Savings & Education (RISE) program. The Housing Counseling program provides direct housing and financial counseling education to individuals and households experiencing economic instability. This position requires the Specialist to hold a Department of Housing & Urban Development (HUD) Housing Counselor Certification. The RISE program is a match-savings program for employed Temporary Assistance for Needy Families (TANF) recipients. This position will be responsible for recruiting and screening applications for enrollment in Thrive Virginia's RISE program. The Specialist will work with individuals to increase financial security and meet financial goals through establishing/improving credit, reducing debt, and growing assets/savings. The ideal candidate will have experience in financial literacy, housing counseling, asset-specific training, and job readiness. Work is performed under the limited supervision of the Director of Economic Services.

This is a full-time, benefit-eligible, 40-hours-per-week, exempt position (FTE 1).

FUNDING NOTICE: This is a 24-month grant opportunity subject to annual contract renewal from the funding source.

Primary Duties and Responsibilities:

Fifty percent Housing Counseling:

  • Provide housing and financial counseling education to individuals and households.
  • Conduct family assessments and identify short-term and long-term economic goals.
  • Provide one-on-one counseling and group education on topics related to economic success.
  • Serve as a financial management, housing, employment pathways, and community connections resource.
  • Provide educational outreach to community-based organizations and participate in outreach events throughout Thrive Virginia's service area.
  • Establish relationships with employment service providers, housing partnership networks, and community partners.
  • Advocate for program participants working with local organizations (e.g., Virginia Department of Social Services).
  • Assist with quarterly and annual reports and ensure compliance with HUD and Virginia Housing standards.
  • Maintain files and records using Microsoft Suite and EmpowOR.
  • Attend community meetings related to housing and financial literacy initiatives to maintain a referral system for internal and external partners.
  • Support projects at the Family C.A.R.E Center located in King & Queen County.
  • All staff are responsible for providing community training that aligns with their area of expertise.
  • Participate in professional development to stay current on best practices.
  • Other duties as assigned.
Primary Duties and Responsibilities:

Fifty percent Reaching Independence through Savings & Education (RISE):
  • Assist TANF and TANF/View individuals in achieving their savings, education, and financial goals through an Individual Development Account.
  • Collaborate with the local Department of Social Services to enroll eligible customers in at least eight hours of Financial Management training and six hours of Asset-Specific training.
  • Successfully convene local Departments of Social Services (LDSS) staff, financial institutions, community partners, employers, and clients to execute programs and initiatives.
  • Work with individuals to increase financial security and meet financial goals by establishing/improving credit, reducing debt, increasing assets/savings, and lowering financial transaction costs.
  • Track the opening of savings accounts with FDIC-insured banks and review submitted account statements to ensure monthly deposits are being made.
  • Facilitate Financial Coaching workshops for individuals and small groups.
  • Provide participants with job search services, resume development, and employment preparation.
  • Maintain files and records using Microsoft Suite and EmpowOR.
  • Manage assigned caseload
  • Serve on boards and committees as required.
  • Participate in professional development to stay current on best practices.
  • All staff are responsible for participating in community education events.
  • All staff are responsible for providing community training that aligns with their area of expertise.
  • Other duties as assigned.
Knowledge, Skills, and Abilities:
  • Knowledge of the principles and practices of financial management and asset-specific training.
  • Knowledge of personal finance/budgeting, social services, industry best practices, interviewing, and supportive counseling techniques.
  • Knowledge of community and agency resources.
  • Must have a positive track record working effectively with TANF and TANF/VIEW eligible clients.
  • Ability to accept and work with culturally diverse populations.
  • Ability to communicate effectively in oral and written form.
  • Ability to establish and maintain effective working relationships with families, social services, and community partners.
Education and Experience Requirements:
  • Bachelor's degree with coursework in psychology, social work, human services, accounting, or related field.
  • Preference is given to those who hold a HUD Housing Counselor Certification or are willing to become HUD Certified upon hiring.
  • Some experience providing direct services to at-risk families or an equivalent combination of education and experience.
  • Proof of adequate personal automobile insurance. Must be able to operate either an agency-owned vehicle, a rented vehicle, or a personal vehicle on behalf of Thrive Virginia.
Physical Requirements:
  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.

• Ability to maintain a flexible schedule, including night and weekend hours

Directors must approve all employees who operate either an agency-owned vehicle, a rented vehicle, or a personal vehicle on behalf of Thrive Virginia.

The driver selection process includes the review of:
• The employee driver's license for currency and validity,
• any license restrictions that might render the employee or volunteer ineligible as a driver,
• The individual's motor vehicle record (MVR), and
• Proof of adequate personal automobile insurance
