POSITION SUMMARY:

The National Funds Investment Officer (the “Investment Officer”) is responsible for supporting the Vice President, Affordable Housing and National Funds and the Deputy Director, National Lending Initiatives in the creation, management and deployment of a portfolio of Funds and other Structured Products which use LIIF’s capital in combination with other financing sources – including conventional bank debt, CDFI or other mission-aligned financing, philanthropic funds, and state/federal subsidies - to support the development of affordable housing, charter schools, community healthcare, childcare and/or or mixed-use facilities. LIIF combines these multiple funding sources to support the development of affordable housing, charter school, community health care, childcare or mixed-use facilities. This position will serve as a critical support for all LIIF- managed Funds and federal programs that enhance LIIF’s core lending activities. In this role, the Investment Officer will serve as a subject matter expert on the Fund’s portfolio for various teams within LIIF and work to maintain, improve and expand the team’s infrastructure and resources.

REPORTING RELATIONSHIPS:

This position reports to the Deputy Director, National Lending Initiatives and is part of the Affordable Housing finance team spearheaded by the Vice President, Affordable Housing and National Funds. This position will also work closely with LIIF’s regional lending, loan administration, asset management, legal/compliance, finance and IT teams.

As part of the broader Community Initiatives & Programs team, the Investment Officer ultimately works to support the achievement of regional and overall Lending work plan goals.

DUTIES AND RESPONSIBILITIES:

This position is responsible for the ongoing management of a portfolio of Funds that involve multiple external stakeholders, including Investors, credit enhancement providers or partnering Lenders. As a result, the Investment Officer will play a critical role as LIIF’s internal subject matter expert and external relationship manager for all LIIF-managed Funds and ensures all related Fund obligations are met.

Fund Management Responsibilities:

  • Compile any reporting required by Investors, partnering Lenders, or Foundations. This may involve working closely with LIIF’s asset management, legal and finance teams or other partner Lenders and external parties to collect the required loan or organizational data.
  • As LIIF’s Funds and Structured Products division continues to grow, the organization is keenly focused on streamlining reporting tasks across the portfolio, refining reporting templates and expanding data analysis capabilities.
  • Work closely with the Funds team to ensure LIIF is compliant with the Standards & Processes developed for each Fund.
  • Work with LIIF Finance and Information Technology teams to maintain accurate Fund loan data in LIIF’s loan management systems (nCino and LMS), and coordinate with the Portfolio Manager, Finance, and Loan Administration to resolve data issues related to Fund loans.
  • Coordinate with IT Business Partners on Funds loan information within Salesforce and liaise on the implementation of new tools and resources as needed.
  • Seek internal and external approval for and process any Fund modification or extension of origination periods or Fund maturity dates as necessary.
  • Manage pipeline tracking and compliance.

Fund Loan Support Activities:

The Investment Officer is responsible for supporting the originations and asset management activity for loans within closed Funds. Key activities include:

  • Work with LIIF Loan Officers and, as appropriate, other originating lenders to maintain an ongoing pipeline of potential transactions for LIIF’s national funds and manage each Fund’s selection process for prioritizing transactions.
  • The Investment Officer should also ensure pipeline projects meet all eligibility requirements of each Fund.
  • Review and closing of program loans that are originated by partner CDFIs. Process and confirm program compliance for reservation of funding requests; manage closing of the Fund portion of the loan.
  • Create and maintain internal resources to guide Loan Officers, Asset Managers and Credit Associates on the use of each fund.
  • The Investment Officer will maintain a positive and professional relationship with LIIF’s internal Managers as well as external customers and business partners by initiating and responding promptly to any and all requests in a responsive, consistent, and accurate manner.

Fund Development & Structuring:

LIIF leads regional and national funds, each of which leverage a combination of LIIF capital and bank debt, CDFI financing, philanthropic dollars, or state/federal subsidies. The Investment Officer will work closely with the Deputy Director to assess the viability of new opportunities, structure new Funds, or revamp existing Funds. Activities include:

  • Working with external Lending partners to develop Fund priorities and structure.
  • Coordinating with internal Lending staff and Legal Counsel to negotiate Fund development process with external parties.
  • Partner with Deputy Director to develop marketing and other materials and in collaboration; seek approvals for fund amendments or modifications.
  • Seeking internal approval for Fund creation and/or amendment; and
  • Maintaining standards and processes for Fund operations and deployment.
  • Other duties as assigned.

SKILLS REQUIRED:

  • Three or more years of experience working in finance, affordable housing, community development in lending, asset management, loan administration or fund administration area.
  • Good verbal and written communication; strong organizational, time-management, customer service and problem-solving skills.
  • Familiarity with federal, state, and local government funding sources for multi-family housing, special needs housing, and community facilities (e.g. childcare centers, health and educational programs, etc.).
  • Demonstrated ability to work in a team environment; and high standards for generating quality work.
  • Specific experience in affordable housing finance a plus.
  • Proficiency in Word, Excel, and Microsoft Outlook.

EDUCATIONAL AND OTHER REQUIREMENTS:

  • Educational background should include a bachelor’s degree; advanced degreed is strongly preferred.
  • Occasional travel to LIIF offices, functions, and client offices will be required.

**The hiring range for this position is $115,000 to $130,000. The final base salary will be determined based on individual qualifications and experience. **
