CV is seeking an enthusiastic and detail-oriented team player to join our team as a Counselor Advocate, Child Advocacy Center. The Counselor Advocate; Child Advocacy provides crisis counseling, legal and medical advocacy and other mandated and supportive services to children and their families/caretakers. The position is based out of the Child Advocacy Center of Children’s Hospital of Pittsburgh in order to meet children and families as they present for CAC services related to suspected child abuse. The Counselor Advocate; Child Advocacy serves as the liaison between the CAC, law enforcement, Allegheny County Children, Youth, and Families, and CV Services. The Counselor Advocate also provides outreach, education, and training to various systems crime victims may encounter to ensure appropriate first response and victim sensitivity.

Responsibilities:

  • Provides comprehensive, coordinated victim support and advocacy services through on-site working relationship with the CAC.
  • Serves as the liaison to the child abuse multi-disciplinary team including any local child abuse task forces / committees.
  • Attends and participates in the CAC case review process in accordance with CV’s confidentiality policy and standards.
  • Conducts initial assessment of child and family needs and links the child and family to all appropriate CV services and treatment as well as provides referral and information to external resources if CV is not the appropriate provider.
  • Provides crisis counseling and ongoing counseling to victims, witnesses and their family members via phone, CAC visits, and other designated locations/methods.
  • Provides crisis counseling, support and advocacy throughout the forensic interview process. Acts as a team member in collaboration with the forensic interview staff throughout the forensic interview process to provide appropriate services and support.
  • Provides crisis counseling, support and advocacy services at the CAC clinic for emergency medical exams.
  • Accompanies child victim(s) of sexual or physical abuse in the CAC waiting room while the forensic interview staff and investigators conduct a pre-interview with parents/guardians.
  • Provides crisis services and information via phone or in-person to families as referred by CAC staff, including educating families on the process of obtaining protection orders and/or emergency custody.
  • Educates clients with accurate information about the Criminal, Juvenile Justice Systems and processes, Family Division Protection Order processes, Victim’s Rights, and Media Rights.
  • Links child and family to advocacy services for the provision of accompaniment to legal / court system proceedings including but not limited to: police and forensic interviews, preliminary hearings, trials, sentencing hearings, and other post-trial events.
  • Provides psycho-educational information to clients on the impacts and dynamics of violence and child abuse and trauma.
  • Provides individual and personal advocacy on behalf of victims, witnesses and significant others throughout all relevant systems such as the medical, legal and court systems, child welfare systems, including providing information and advocating for the victim’s rights and needs.
  • Conducts follow-up services and outreach to families/caregivers stemming from the CAC including cases of non-disclosure.
  • Maintains contacts / relationships with law enforcement in particular to track any pending cases and when/if arrests are made.
  • Assists CAC and CV in tracking case outcomes for the victim advocacy component of the multidisciplinary team.
  • Assist with development of all materials distributed to children and families including information on the court systems, trauma, child physical and sexual abuse
  • Provides Emergency Advocacy coverage during assigned shifts or on-call rotation. Emergency Advocacy entails hospital emergency department visits, police interviews, emergency protection from abuse order assistance as well as other emergency in-person responses.
  • Serves as a member of Community Crisis Response Teams as assigned, once required training is completed.
  • Provides systems advocacy on local and state levels on behalf of crime victims.
  • Provides outreach, education, material resources, and/or training to allied/systems professionals, in particular law enforcement roll call trainings as assigned.
  • Provides and contributes to all assigned reports, grants and statistics as required by CV and/or the various funding sources.
  • Provides timely and accurate data regarding client demographics, service plans, and staff efforts utilizing CV established data collection and reporting systems.
  • Participates as an active member with all client focused staffings, trainings, in-services, and team and agency meetings.
  • Other duties as assigned.

Qualifications:

  • Bachelor’s degree in Social Work, Psychology, Criminology, or a related field
  • MS Office proficiency, strong organizational skills and the ability to prioritize multiple tasks while effectively meeting deadlines in a fast paced and evolving organization
  • Oral and written communication skills, problem-solving skills, and the ability to interface professionally with internal and external groups
  • Strong commitment to support the organization’s mission and the ability to work in a diverse atmosphere with sensitivity of cultural diversity and workplace harmony
