Overview:

Strategic Technology Institute, Inc. (STi) is seeking a highly skilled and experienced Radio Frequency Engineer II to join our team in supporting the Tactical Systems Integration (TSI) Testbed Systems Engineering, Computer Systems Operations, Test Support, Maintenance & Field Engineering, and Network Systems IT Operations Support Services at the Naval Information Warfare Center Pacific (NIWC Pacific). This role is critical in providing day-to-day operations, testing, maintenance, and support for TSI Testbeds, including the Combined Test Bed (CTB), Program Generation Center (PGC), and ATDL Development and Test Certification Center (ADTC2).

Responsibilities:

  • Design, plan, and execute technical solutions for Tactical Data Links (TDL) and External Communications systems.
  • Integrate, configure, and operate C4I PoR systems in a Distributed Joint Lab environment.
  • Set up, load, configure, and troubleshoot RF communication systems, including Tactical and Navy PoR systems.
  • Apply electronic test equipment such as Spectrum Analyzers, Network Analyzers, Signal Generators, Oscilloscopes, Amplifiers, and other RF components.
  • Support laboratory operations in accordance with NIWC Pacific guidelines for the Electronic Key Management System (EKMS) and Communications Security (COMSEC) activities.
  • Load, initialize, operate, maintain, and troubleshoot Advanced Tactical Data Link (ATDL) RF terminals.
  • Configure and troubleshoot Naval and Joint Tactical Data Links (TDL), including Link-22, Link-16, Joint Range Extension Application Protocol (JREAP) Appendices A, B, and C, and Satellite TDL J (STJ).
  • Support and troubleshoot TDL systems, including the Command and Control Processor (C2P) family of systems and TDL test tools.
  • Collaborate with Systems Engineer II, Systems Administrator II, Cybersecurity Engineer III, and Quality Assurance Oversight Representative II to ensure seamless integration and operation of testbed systems.

Minimum Qualifications:

  • Secret Security Clearance is required.
  • Bachelor's Degree in a quantitative field such as Electrical Engineering, Computer Engineering, Computer Science, Information Technology, or Information Systems.
  • Minimum five (5) years (within the past 7 years) of demonstrated technical experience supporting Tactical Data Links, External Communications, and C4I PoR systems integration, configuration, and operations.
  • Experience with TDL architecture design, integration strategies, and resolving complex technical problems impacting information exchange and data link communications.
  • Practical experience with electronic test equipment, including Spectrum Analyzers, Network Analyzers, Signal Generators, Oscilloscopes, and Amplifiers.
  • Experience with Communications Security (COMSEC) Material System (CMS) and EKMS.
  • Proven track record in loading, initializing, operating, maintaining, and troubleshooting ATDL RF terminals and TDL systems.

Preferred Qualifications:

  • Experience working in a Distributed Joint Lab environment.
  • Familiarity with advanced shipboard emulation system components and network service peripherals.
