Position Title: Human Resources Generalist

Department: Human Resources

Reports to: Human Resources Director

Contract: Non-Union

FLSA Status: Non-Exempt

 

SUMMARY

The Human Resources Generalist, under the direct supervision of the Human Resources Director, is responsible for providing human resources support to the City of Groton and Groton Utilities. Incumbent must exhibit strong decision-making skills and with solid understanding of employee relationships, be a conceptual thinker with excellent investigative and problem-solving skills.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings.
  • Conducts or acquires background checks and candidate eligibility verifications.
  • Conducts new hire orientation in collaboration with the IT and Finance Departments.
  • Reviews, tracks, and documents compliance with mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
  • Coordinates employee recognition programs with departments and Safety Committee; verifies invoices for A/P.
  • Tracks Worker’s Compensation time loss on employees to ensure that the correct points are awarded to the field and office employees based on the criteria for the Safety Incentive Program.
  • Assists in administering human resource programs including but not limited to compensation and leave; disciplinary matters; disputes and investigations; performance and talent management; recognition and morale; occupational health and safety; and training and development.
  • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the Human Resources Director.
  • May attend and participate in employee disciplinary meetings, terminations, and may conduct investigations.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Administers FMLA leaves by preparing paperwork and communicating regulations and procedures with the employee. Tracks the FMLA time used in consecutive or intermittent leave for each individual.
  • Assists in the yearly project of summer staffing which includes but is not limited to advertising, application database, correspondence, maintenance of database, interview process, notification to the applicants, scheduling of drug/alcohol, physical and lifting evaluation screenings and background checks for summer employment.
  • Works with the administration team and department managers to facilitate the tracking and processing of performance reviews per the SOP, paying attention to the data that is inputted into the system so that the administration team is more self-sufficient in administering the process with the department managers.
  • Reviews the performance evaluations, pulling the personnel files to review against any disciplinary or merit issues over the last year that should be included in current evaluation. Prints out training information and submits to the evaluator. Notifies the Human Resources Director when evaluations are not received in a timely manner. Upon completion with all signatures, processes the completed review and creates the PAF for processing.
  • Prepares the EEO-4 report for data submission bi-annually.
  • Manages the City’s DOT Federal Random Drug and Alcohol testing program for CDL Drivers and runs annual clearinghouse queries.
  • Manages the City’s Hearing Conservation Program.
  • Coordinates and tracks employee and supervisory training program attendance, and ensures the employees are scheduled within the appropriate timeframes. Assists in setting up training programs for employee and supervisor development.
  • Compiles the required data requested by the Human Resources Director for CBAs.
  • Updates Standard Operating Procedures (SOPs) as necessary.
  • Ensures labor law compliance posters and other Federal/State forms are distributed to each Department and Union to post in their respective areas.
  • Screens incoming calls, stamps all incoming correspondence and distributes after review by the Human Resources Director.
  • Coordinates with the Information Technology Department for technical support as necessary.
  • Performs routine tasks all other duties as assigned.

  • EDUCATION, QUALIFICATIONS, SKILLS, AND OTHER REQUIREMENTS

    Bachelor’s degree in human resources, business administration, or a related field preferred.

    Three to five years human resources experience. Experience in municipal government a plus. SHRM certification preferred.

    PHYSICAL DEMANDS

    While performing the duties of the Director Human Resources, the employee is occasionally required to stand, walk, sit, use hands to finger, handle or feel, reach with hands and arms, stoop, crouch, talk, hear and listen. May or work on computer for long periods. The employee must occasionally lift and/or move up to ten (10) pounds.

    WORK ENVIRONMENT

    The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing these duties, the employee is indoors in an office and meeting settings but may be required to visit other remote sites and be exposed to inclement weather conditions.
