Position Summary

This position is responsible for overall human resources (HR) strategy, implementation, and effectiveness at the Omaha Airport Authority (OAA) to make it a preferred employer. The HR Manager ensures the OAA maintains ongoing compliance with regulatory requirements, the team is staffed with employees who are passionate about the Mission, Vision and Values of the OAA, accurate administration of benefits and payroll, and highly effective HR support services.

This is an exempt position in the Administration Department. The HR Manager reports to the Chief Financial Officer.

Essential Job Functions

  1. Responsible for recruitment, hiring and retention processes, including new hire orientation.
  2. Review, revise, develop, and implement internal HR practices and procedures, maintaining ongoing compliance with regulatory requirements.
  3. Compliance, expertise, and application of Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), Americans with Disabilities Act (ADA), Age Discrimination Employment Act (ADEA), and the Equal Employment Opportunity Commission (EEOC).
  4. Coordinate and administer employee benefits, including employee leaves, health, dental, life, vision, long-term disability (LTD), accidental death and dismemberment (AD&D), 401(k), pension, Family Medical Leave Act (FMLA), worker’s compensation, wellness program, and other benefit programs.
  5. Manage the process of biweekly computerized payroll for employees, including hours, rates, gross pay, all tax withholdings, and other deductions.
  6. Manage employee and labor relations, including but not limited to oversight of disciplinary process, conducting investigations, coaching through managers, performance reviews, employee communication (including, but not limited to employee handbook updates), and compliance training.
  7. Ensure job descriptions are up to date and compliant with all local, state, and federal regulations.
  8. Create a compensation strategy for all employees based on market research and pay surveys; keep the strategy up to date.
  9. Support safety initiatives, including, but not limited to, the OAA Safety/Injury Prevention Program, workers’ compensation, related health and wellness of employees, and serve on the Safety Committee.
  10. Manage and actively participate in day-to-day HR functions requiring a high level of knowledge and experience.
  11. Lead and support employee engagement across the organization, keeping employees informed on practice and procedure changes as well as benefit changes/information, including updates to the Employee Handbook.
  12. Ensure all company HR policies are applied consistently.
  13. Oversee maintenance of employee-related databases and fully utilize HR software, including the ERP system.
  14. Meet regularly with all department managers and employees during a variety of shift hours to nurture good working relationships across the organization.
  15. Collaborate with the Executive Leadership Team in the establishment or revision of compensation policies and employee benefit programs in alignment with the Authority’s goals and objectives.
  16. Provide direct supervision and evaluation of employees assigned to the HR Department.
  17. Perform other duties as assigned.

Knowledge, Skills and Abilities Required

  1. Direct expertise and experience with a full scope of all related HR and labor relations functions, laws, payroll processing, and training
  2. Strong written, oral, and interpersonal communication skills
  3. Self-directed, organized, experienced team player who thrives in a collaborative work environment.
  4. Ability to adapt to the culture of the organization and function effectively on multiple teams
  5. Ability to focus not only on day-to-day HR activities but to be watchful of overall organization goals
  6. Ability to read, analyze, and interpret complex documents
  7. Ability to prioritize and respond effectively to the most sensitive inquiries or issues
  8. Ability to make effective and persuasive presentations on controversial or complex topics to individuals at all levels of the organization
  9. Utmost discretion and integrity, complying with confidentiality and HIPAA policies and procedures
  10. Bachelor’s degree with six or more years’ experience in HR or HR law, including at least three years in a leadership role, or an equivalent combination of education and HR management experience
  11. Proficiency with Microsoft Excel, Word, ERP software and other HR; payroll and timekeeping programs
  12. Society for Human Resource Management (SHRM) and/or Senior Professional in Human Resources (SPHR) certification preferred
