Capital Program Liaison

Under the general direction of the Senior Project Manager, the Capital Program Liaison serves as the central coordination point for the Capital Program, providing high-level support on complex issues and policy matters of critical concerns to the San Joaquin Regional Rail Commission (SJRRC) and the San Joaquin Joint Powers Authority (SJJPA) . This position is a Liaison for the Capital Program with key internal and external stakeholders, solicits feedback and manages projects and programs to build and enhance agency partnerships. The Liaison assists the Senior Project Manager in coordinating the implementation of special projects, programs, agreements, studies and policies.
The Liaison will ensure that the Senior Project Manager is apprised by reporting successes and elevating issues where and when appropriate. The Liaison must demonstrate an ability to identify potential options to meet challenges, as they will serve as a subject matter expert and may represent Agency, in regard to various issues related to the complex program delivery. The Liaison will coordinate with a variety of internal and external stakeholders to accomplish their program goals.
The Liaison will split their time leading tasks supporting the ACE, San Joaquins, and high-speed rail (HSR) services. For ACE and San Joaquins, the work is focused largely on the joint ACE/San Joaquins improvement and expansion program known as "Valley Rail". A goal of Valley Rail is to improve and expand ACE to serve Modesto, Merced, Sacramento, Butte County, and Union City/BART. The Valley Rail Program includes several projects and initiatives to improve and increase the frequency of the San Joaquins service and expand the San Joaquins to Butte County.
This position requires a high level of confidentiality that must be observed when addressing sensitive issues. The position also provides a direct communications link between the Capital program and the other departments within the agency.
